RECOMMENDED ACTION:
Adopt Resolution No. 2006-107 approving an out-of-state travel request for City staff to
attend a specialized training course in Alabama.
ITEM EXPLANATION:
Since the terrorist attacks of September 11, 2001, the federal government has initiated several
training programs for local government responders. One of these courses is the Department of
Justice's Weapons of Mass Destruction Incident Command class held exclusively in Anniston,
Alabama. These specialized training courses are provided at no cost to the local agency. All
tuition, travel, lodging and meals are paid for by the Department of Justice.
The City of Carlsbad is requesting that the following City employees attend the above training
course scheduled for May 30 - June 3, 2006. These City employees would serve critical
functions on the City's emergency management team (CEMAT) or in their respective
departments in a weapons of mass destruction or similar incident.

RESOLUTION NO. 2006-107
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING
OUT-OF-STATE TRAVEL FOR CITY EMPLOYEES
TO ATTEND A WEAPONS OF MASS
DESTRUCTION INCIDENT COMMAND TRAINING
CLASS IN ANNISTON, ALABAMA.
WHEREAS, the City Council concurs that it is in the public interest to authorize out-of-state
travel for City employees attend a training class on Weapons of Mass Destruction Incident
Command; and
WHEREAS, the City Council recognizes that this is a an opportunity to obtain valuable
training that could ensure the safety of the citizens of Carlsbad during an emergency; and
WHEREAS, the training class, including transportation, lodging, and meals is at no cost to
the City,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, as
follows:
1 . That the above recitations are true and correct.
2. That out-of-state travel is hereby authorized in accordance with City policy for five City
employees to travel to Anniston, Alabama to attend a training class in Weapons of Mass
Destruction Incident Command procedures.

Carlsbad, California, held on the 25th day of April 2006, by the following vote, to
