O^^ CITY ATTY. /^/ "^T}CITY MGR. *f^T RECOMMENDED ACTION: Adopt Resolution No. 2006-115 approving the submittal of the 2006-2007 Consolidated Action Plan for the Community Development Block Grant Program to the U.S. Department of Housing and Urban Development. ITEM EXPLANATION: On March 28, 2006, the City Council selected the organizations to receive funding under the City's Community Development Block Grant (CDBG) Program for fiscal year 2006-2007. The U.S. Department of Housing and Urban Development (HUD) requires the preparation of an annual planning document as a condition to receiving CDBG funding. The plan must include the following: 1) Standard Form 424-Application for Federal Assistance; 2) Description of activities to be undertaken to address priority housing and community development needs and local objectives; 3) Activities to address the housing needs of homeless; and 4) Actions to foster and maintain affordable housing. Staff has prepared the annual plan, also known as the Consolidated Plan, for fiscal year 2006-2007 in accordance with federal regulations. Regulations also require that the annual plan be available for a 30-day review and comment period. A public notice was published to begin the public review and comment period on March 30, 2006. Copies of the annual plan have been available for review in City facilities and staff has been available to receive comments or answer questions regarding the plan. FISCAL IMPACT: The City of Carlsbad will receive an estimated new allocation of $514,010 in CDBG funds for program year 2006-2007. The City may use a maximum of twenty percent of the allocation, or $102,802, for administration of the CDBG Program. A grant agreement for the funds will not be executed until HUD approves the City's 2006-2007 Consolidated Plan. The CDBG Program has no impact on the General Fund. EXHIBITS: 1. WHEREAS, the City Council of the City of Carlsbad, California, selected projects and funding allocations for the City's 2006-2007 Community Development Block Grant Program during a public meeting on March 28, 2006; and, WHEREAS, the City must prepare an Annual Consolidated Action Plan outlining all projects to be undertaken to meet the needs of low and moderate income residents, activities to address the housing needs of the homeless and actions to foster and maintain affordable housing opportunities as a requirement for receiving federal funds under the Community Development Block Grant Program; and, WHEREAS, the City of Carlsbad's 2006-2007 Consolidated Plan has been prepared and made available for public review and comment for thirty (30) days beginning March 30, 2006; and, WHEREAS, the City Council has taken all testimony into account. NOW, THEREFORE BE IT HEREBY RESOLVED as follows: 1. That the above recitations are true and correct. 2. That the City Council approves the submittal of the 2006-2007 Consolidated Action Plan for the Community Development Block Grant Program to the U.S. Department of Housing and Urban Development. PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of the City of Carlsbad, California, held on the Qi-h day of May, 2006, by the following vote, to wit: AYES: Council Members Lewis, Hall, Kulchin, Packard, Sigafoose NOES: None ABSENT: None ABSTAIN: None ATTEST: INEM.OOD, City Clerk
