PW/GS TITLE: AUTHORIZATION TO ADVERTISE FOR BIDS TO PERFORM CITYWIDE ASPHALT REPAIRS CONTRACT NO. PWS06-29STS RECOMMENDED ACTION: Adopt Resolution No. 2006-135 approving contract documents, special provisions, and specifications, and authorizing the City Clerk to advertise for bids for Citywide Asphalt Repairs, Contract No. PWS06-29STS. ITEM EXPLANATION: Regular City street maintenance requires a combination of large overlay projects and smaller asphalt patching and repair projects. This maintenance work repairs City streets to provide a smooth driving surface, and to prevent more serious road damage that starts with cracks and potholes in the asphalt surface. Smaller repairs and needed patching are addressed through a combination of City staff and contractor forces. In cases when the inventory of pending patch work exceeds City staff resources to address these repairs, a contract to address these outstanding items is advertised out to bid. Contract documents and plans are on file in the Public Works/General Services office. This project will address the Council Goal as described below. "Ensure the effective and efficient delivery of top-quality services to our community." ENVIRONMENTAL REVIEW: This project has been determined to be exempt from environmental review per CEQA - Class 1 (c), Minor alteration of existing facility. FISCAL IMPACT: The estimated cost for this project is $208,000. Sufficient funds are available in the General Fund, Street Maintenance budget to complete the project. EXHIBITS: 1. PWS06-29STS. WHEREAS, the contract documents, special provisions, and specifications for the furnishing of all labor, material, and equipment necessary to conduct citywide asphalt repairs have been prepared and are on file in the Public Works/General Services office and are incorporated by reference herein; and WHEREAS, sufficient Construction funds are available in the General Fund, Streets Maintenance budget for this project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the contract documents, special provisions, and specifications on file in the Public Works/General Services office are hereby approved. 3. That the City Clerk of the City of Carlsbad is hereby authorized and directed to proceed to publish, in accordance with law, Notice Inviting Bids for the work of said contract documents, special provisions and specifications.
