(S§Z fMTY MftR-k^^o^Wl 1 I IVI wHid^S^Pl^ RECOMMENDED ACTION: Introduce Ordinance No. NS-802 to require stops on Hillyer Street at its intersection with Lynch Court. ITEM EXPLANATION: Hillyer Street is a local residential street that terminates in a T-intersection configuration with Lynch Court. This intersection is located within the Canterbury subdivision. Several citizens living on Lynch Court have inquired about the need to place a stop sign on Hillyer Street to assign right-of-way as drivers turn from Hillyer Street to Lynch Court. The intersection is uncontrolled on all three legs. The subject intersection has very low traffic volumes entering the intersection and does not meet warrants to establish an all-way stop. Staff conducted a traffic study to determine if the safe approach speed for drivers on Hillyer Street approaching Lynch Court was less than 10 miles per hour. The 10 mile per hour safe approach speed distance allows a driver on Hillyer Street to view approaching vehicles on Lynch Court and slow or stop to avoid a conflict. If the safe approach speed is less than 10 miles per hour, placement of a stop sign on Hillyer Street could be considered at its intersection with Lynch Court. Results of the field study determined that landscaping and the elevation of properties on the northwest and northeast corners of the intersection reduced the sight distance available to a driver on Hillyer Street to view approaching vehicles on Lynch Court. The available clear approach sight triangle distance to view both eastbound and westbound vehicles on Lynch Court is less than the minimum distance required for the 10 mile per hour approach speed of a vehicle on Hillyer Street. Consequently, vehicle conflicts in the intersection may be minimized by placing a stop sign on the stem of this T-intersection, which would be Hillyer Street. The Traffic Safety Commission reviewed this matter at their meeting of May 1, 2006. By a 5-0 vote, the Commission recommended that a stop sign be installed on Hillyer Street at its intersection with Lynch Court. ENVIRONMENTAL REVIEW: The installation of an official traffic control device is a project that is a Class 1 categorical exemption (minor alteration of existing structure or facility) and is, therefore, exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA), section 15301(c). FISCAL IMPACT: The installation of one stop sign, limit line, and a stop legend will cost about $500. EXHIBITS: 1. Location Map. 2. NS-802 2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.28 OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE A STOP ON HILLYER STREET AT ITS INTERSECTION WITH LYNCH COURT. The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION 1: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by the addition of Section 10.28.850 to read as follows: "10.28.850 Lynch Court. Drivers shall stop where the following8 described street intersects Lynch Court: 9 Hillyer Street." 10 EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its adoption.
