ITEM EXPLANATION:

The term of Rita Francis expires in March, 2006. Ms. Francis was originally appointed in
December, 2002. She has served three years and three months.
The term of Felicia Shaw also expires in March, 2006. Ms. Shaw was originally appointed in
July, 1998, and was reappointed in June, 2002. She has served seven years and nine
months.
Other members of the Arts Commission are: Frances Carrillo, Sherman DeForest, Gary Hill,
Barbara Iserloth, and Ron Juncal.
NOTE: Members of the Arts Commission are subject to the provisions of the Political
Reform Act, and must file a Statement of Economic Interests.

EDUCATION: Attended schools in Los Angeles (Third Street Saroentary, Immaculate
Heart Middle School graduating from Washington High School in 19S2. Attended Los
Angeles City and Palomar Colleges
FAMILY: Married Ralph Wrisley in Los Angeles on August 1,1963. Has five children
(Manx a police lieutenant; Tim, publisher of Carlsbad Magazine; Wendy, the staff writer
for Carlsbad Magazine; Terry, an Intensive Behavior Specialist dealing mainly with
autistic children and Erin, stay-at-home mom) and 19 grandchiWren ranging in age from
23 to 3 and one great-grandson. Ralph passed away with complications from
amyotrophic lateral sclerosis (ALS or Lou Gehrig's disease) in December 2001.
BUSINESS; After coming to Carlsbad in 1964 operated (with Ralph) Garden Cove
Nursery; worked at the San Diego County/DC Farm Advisor's office and at the San
Diego County Safety Office; later helped run Wrisley Landscape and Camino Real
Landscape Maintenance, Became a travel agent in 1983 and opened A World of Travel
in 1986; sold this business and retired in 1999
COMMUNITY SERVICE: Active in PTA including terms of president at Valley Jr. High
and Carlsbad High Schools; Girt Scout leader, involved for many years (including one
year as president of the local chapter) in the Grass Widows of the California Landscape
Contractors Association; on board of Friends of the Library; early member of Carlsbad
Education Foundation; member of Carlsbad Unified School District Board of Trustees
serving one year as president; Carlsbad Village Business Association serving one year
as co-chain Boys and Girls Club of Carlsbad board member; active in many political
campaigns including People for Parks and working as treasurer for Eric Larson,
Margaret Stanton, Buddy Lewis, Matt Hal Norine Sigafoose and CAR.ES; Blade-
Citizen's Person of the Year (along with Ralph) in 1992; long-time member and board
member of Carlsbad Chamber of Commerce (president in 199S); on Carlsbad

Executive Management

Strategic Alliance and Collaboration Management
; Facilitated exhibition collaborations at the San Diego Museum of Art with InSite* the
San Diego-Tijuana public art biennale, and with the Museum of Photographic Arts.
2004; Coordinated a performance work between artist Cai Guo-Qiang, the San Diego Museum of
Art, the Marine Corps Air Station, Miranrar, and the Lima Lima acrobatic flight team to produce
a public artwork at the October 2004 Miramar air show. The aviation team, flying six T-34
propeller airplanes, created a skywriting depiction resembling a Chinese landscape painting
designed by the artist entitled Painting Chinese Landscape Painting, a silhouette of two
mountains between which a waterfall flows, breaking into wo divergent streams. The work put a
contemporary interpretation on a traditional Chinese method of landscape painting by creating an
ephemeral landscape in the sky. Responsible for coordinating scheduling and operational
arrangements between all parties, and for ground communications and coordination during on-site
rehearsals and actual performances.
2003-2004: Facilitated education collaboration between three museums, the San Diego Museum
of Art, Museum of Contemporary Art San Diego, and Museum of Photographic Arts, designed to
provide programming for elementary school students in compliance with State of California
curricula standards, supplemented by an online resource center for teachers and students.
2002-2003: Strategic planner for the start-up of the BaJboa Park Cultural Partnership, a
consortium of twenty-one art and cultural institutions, as a nonprofit public benefit corporation.
This collaboration is designed to identify, develop* and implement strategies to maximize the
programmatic, advocacy, and business potential of the Park collective,
199J8-1999: Coordinated the use of exhibition galleries at the Museum of Contemporary Art San
Diego's downtown facility during the Museum of Photographic Arts capital expansion project.
Financial Management
Control organizational operating budget of $9.25 million. Responsible for budget development,
management, and periodic reporting. Forecast requirements, determine allocations, and approve
disbursements to competing programs. Responsible for fund planning and cash flow
management of $7,3 million capital projects budget. Staff liaison to Board of Trustees Finance,

Human Resources Management
Responsible for strategic human resources management and HR related policy development.
Manage placement based on occupational qualifications, longevity, experience, and position
criticality. Forecast vacancy requirements and coordinate turnover arrangements. Monitor and
assess employee performance on a recurring basis. Experienced in recruiting, interviewing,
salary negotiation, and grievance adjudication. Experienced in workforce reduction.
Legal Affairs Management
Museum executive responsible for legal affairs and coordination with outside counsel.
Responsibilities include, but are not limited to, labor disputes, employment issues, contract
services, construction management lease arrangements, provenance claims, and intellectual
property issues. Management of contract arrangements with institutions both borrowing and
lending art ejdiibhions for public presentation.
Risk Management
Exercise leadership and oversight of a multi -department team responsible for monitoring and
evaluating risk factors associated with various asset classes, including works of fine art, staff
personnel and public visitors, capital assets, and operating activities. Includes intelligence
gathering and analysis, evaluation of countermeasure relationships and options, cost-benefit

Capital Projects Management
I998-20CM: Responsible for management and overset of nil phases of a $7.3 million capital
expansion project for the Museum of Photographic Arts, Capital growth included physical plant
quadrupling from ?,SOO to 32,000 square feet, and a cottespoading increase in museum
