RECOMMENDED ACTION:
Adopt Resolution No.2006-159 adopting plans and specifications and authorizing
advertisement for bids for construction of On-Site Wetlands Mitigation Restoration for Rancho Santa
Fe Road North, Project No. 3907.
ITEM EXPLANATION:
The Rancho Santa Fe Road project consists of the widening and realignment of approximately
2.3 miles of Rancho Santa Fe Road from La Costa Avenue to Melrose Drive. Project construction
occurred in two phases: Phase 1, from La Costa Avenue to San Elijo Road; and Phase 2,
from San Elijo Road to Melrose Drive. Rancho Santa Fe Road is identified in the General Plan as a
prime arterial. Improving the road to meet prime arterial standards was necessary to meet
Growth Management Standards for the southeast area of Carlsbad. Improvements included widening
the road from two lanes to six lanes, realigning the road generally to the east, and replacing the bridge
structure at the San Marcos Creek crossing. Benefits of the project include reduced congestion,
improved traffic flow, and increased safety for travelers on the road. Additionally, this project greatly
improved a vital link in the North County region's roadway network.
Construction of the road realignment involved disturbing San Marcos Creek and several smaller
defined wetland areas. The resource agency permits obtained for the construction of Rancho Santa
Fe Road require the restoration of wetlands and upland habitat. The restoration is divided into two
projects, one on-site and one off-site from the area disturbed by the road construction. The on-site
restoration will be accomplished by this project. The off-site area is being proposed for construction
with federal funding and will be accomplished at a later time.
ENVIRONMENTAL IMPACT:
The City Council, at their meeting on June 2, 1992, passed Resolution No. 92-152 certifying
EIR No. 91-1 for both Phase 1 and Phase 2 of the Rancho Santa Fe Road project. The City Council,
at their meeting on April 25, 2000, passed Resolution No. 2000-128 approving Addendum No. 2 to the
final EIR No. 91-1 for Rancho Santa Fe Road. This EIR covers the realignment and widening of
Rancho Santa Fe Road from La Costa Avenue to Melrose Drive.
This on-site wetland restoration is to comply with requirements of the California Department of
Fish and Game (CDFG) 1601 permit issued for the road realignment project.

The estimated cost for the On-Site Wetland Mitigation Restoration work under consideration is
$183,132. This cost is included in the Environmental Mitigation & Monitoring task as shown in the
table above.
During the past few years, the City has continued to work on the formation of a Community Facilities
District Number 2 (CFD No. 2) to fund the construction of Rancho Santa Fe Road. Until the CFD No. 2
is finally formed, developers in the Rancho Santa Fe Road area have chosen to enter into agreements
with the City to prepay their obligation under the future CFD No. 2. Based on anticipated development
and prepayment agreements, there are sufficient funds appropriated for the improvements.

WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary
and in the public interest to adopt plans and specifications, and to authorize publishing and
8 advertising for bids for construction of On-Site Wetland Mitigation Restoration for Rancho Santa
9 Fe Road North, Project No. 3907; and
10 WHEREAS, there are sufficient funds available in the project account for completion of this
11 project; and

WHEREAS, plans and specifications for the construction of On-Site Wetland Mitigation

Restoration for Rancho Santa Fe Road North, Project No. 3907, have been prepared by the14
engineering staff, are incorporated herein by reference and are available for review in the

Engineering Department; and16
17 WHEREAS, based on the City Council approved Environmental Impact Report and
18 addendums thereto, and the approved Habitat Conservation Plan for the road realignment and
19 widening, there will be no additional significant effect, not analyzed therein, and no new or
20 additional mitigation measures are required for the road project; therefore no new environmental
21 document is required.
22 NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad,

Section 3.28.080 of the Carlsbad Municipal Code and the plans, specifications, contract
documents referred to herein.
