ITEM EXPLANATION: The City Council provides an opportunity for citizens and organizations to have an item placed on a City Council Agenda by submitting a letter to the City Manager. Attached is a letter from Shelly Hayes Caron, a resident of Carlsbad, requesting the opportunity to make a presentation to the City Council regarding SANDAG's Smart Growth Concept Map. There is no Council action required at this time. FISCAL IMPACT: There is no fiscal impact at this time. EXHIBITS: 1. DEPARTMENT CONTACT: Joe Garuba 760-434-2893 jgaru@ci.carlsbad.ca.us Ray Patchett May 3 1 , 2006 City Manager 1200 Carlsbad Village Dr. Carlsbad,CA. 92008 Subject: Request for City Council Calendar Item Carlsbad Smart Growth Concept Map Sites Dear Mr. Patchett : I am a long term resident of Carlsbad who cares about preserving what is special about our city. I therefor request that an "action item" be placed on the City Council agenda as soon as possible to review and approve the recommended smart growth sites for the city of Carlsbad as shown on the SANDAG "Smart Growth Concept Map." A council member at a recent SANDAG meeting made several statements on behalf of the city regarding Smart Growth sites. I believe the decision about where growth will be allowed in excess of the approved General Plan should be a decision by the full council, after public review and comment. Residents should know where each member of the City Council stands on these sites, and that all of the sites on the final map have been approved by a majority of the elected officials of our city. This is particularly important because there were no smart growth public workshops held in the city of Carlsbad. At the SANDAG presentation of the smart growth program to the city council, council members requested such a local workshop. Although a workshop had been planned for Carlsbad, it was relocated to Oceanside, greatly reducing the participation by Carlsbad residents. My request creates a real opportunity for the residents of Carlsbad to understand what "smart growth" is proposed for our city. It also is responsive to at least 5 of the top 15 City Priorities for 2006: Communication with residents, implementing a consistent vision for the south Carlsbad beachfront area known as Ponto, developing a planning vision for Westfield Mall, Habitat management and open space, and regional issues. It is my understanding that it is City policy that all resident requests to place items before the Council are approved, and that you will let me know the date this item will be calendared.
