RECOMMENDED ACTION:
Introduce Ordinance No. NS-812 to establish a prima facie 45 mile per hour speed limit
upon Camino Junipero from Rancho Santa Fe Road to Avenida Amapola.
ITEM EXPLANATION:
Camino Junipero is a four-lane roadway 0.56 miles in length located in southeast Carlsbad in
the Villages of La Costa development project. The road is classified as a major arterial on the
Circulation Element of the General Plan, although it has been constructed with a reduced roadway
cross-section of 64 feet measured curb-to-curb versus the standard 82-foot curb-to-curb distance.
Camino Junipero has been constructed to city standards with curb and gutter, sidewalks, and
street lights. In the future, Camino Junipero will be extended east of Avenida Amapola as additional
residential development occurs. The roadway has a current average daily traffic volume of
2,000 vehicles per day. Camino Junipero was opened for public use in early 2005 and there have
been no reported collisions on the roadway.
At their meeting June 5, 2006, the Traffic Safety Commission considered the results of the
Engineering and Traffic Survey to establish a prima facie speed limit upon the subject portion of
Camino Junipero. The Commission recommended by a 5-0 vote that a 45 mile per hour prima facie
speed limit be established upon Camino Junipero from Rancho Santa Fe Road to its intersection with
Avenida Amapola.
The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic
Engineer.
ENVIRONMENTAL IMPACT:
The installation of an official traffic control device is a project that is a Class 1 categorical exemption
(minor alteration of existing structure or facility) and is, therefore, exempt from the environmental
review process under the provisions of the California Environmental Quality Act (CEQA),
Section 15301(c).
FISCAL IMPACT:
Installing two speed limit signs upon Camino Junipero will cost about $250.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER
10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE
4 ADDITION OF SECTION 10.44.770 TO ESTABLISH UPON
CAMINO JUNIPERO A PRIMA FACIE 45 MILE PER HOUR
5 SPEED LIMIT FROM RANCHO SANTA FE ROAD TO ITS
INTERSECTION WITH AVENIDA AMAPOLA.

The City Council of the City of Carlsbad, California, hereby ordains as follows:

SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended
8 by the addition of Section 10.44.770 to read as follows:
9 "10.444.770 Camino Junipero. Upon Camino Junipero from
Rancho Santa Fe Road to its intersection with Avenida Amapola,
the prima facie speed limit shall be forty-five miles per hour."
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption; and
12 the City Clerk shall certify the adoption of this ordinance and cause it to be published at least once in
13 a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its adoption.
