HEAD <&£^3fc CITY ATTY. &• CITYMGR. *^p RECOMMENDED ACTION: Accept report from North County Transit District on its land use studies for three of its transit stations: Carlsbad Village, Escondido and Oceanside. ITEM EXPLANATION: op.at 014-1P<01OO •H O OO H O The North County Transit District (NCTD) has initiated land use studies for three (3) of its transit stations, including Carlsbad Village, Escondido and Oceanside. This study looks at 1) the potential reconfiguration of transit station facilities in order to improve efficiency of transit operations; 2) transit center circulation; and, 3) to support the reuse of NCTD's land resources in order to generate potential operating funds and to increase possible transit ridership. Phase I of the planning study process includes the gathering of baseline information regarding local development planning and regulatory structures as well as development trends for the three stations noted above. NCTD has development authority for transit projects. However, local cities have land use authority on all non-transit development. Therefore, it will be necessary for NCTD to obtain land use permits from the local cities to develop its property with non-transit projects. For example, NCTD was not required to obtain a redevelopment permit or other land use permit from the City of Carlsbad to build the Village Commuter Rail Station because it relates to transit services, but it entered into a cooperative processing agreement because of, among other things, the sensitive community nature of the project. However, if it would like to build a mixed use or residential project on its property, it would be required to obtain a major redevelopment permit and comply with all of the standards and guidelines set forth within the Village Master Plan and Design Manual. Phase I also looks at the existing conditions that affect the potential redevelopment or reconfiguration of the three sites. Phase II of this planning study generates rough development concepts for the reconfigured stations, which will determine the amount and location of land availabfe for mixed-use development. Phase III evaluates the local market conditions and the financial realities of the project study area. The local development and investment climate is also analyzed to help calibrate the interest level in this type of redevelopment opportunity. Follow-on phases will be required to provide comprehensive and accurate recommendations and to reach a conclusion on the feasibility of those recommendations. NCTD hired the consultant team of KTU+A, Dyett & Bhatia, and Keyser Marston Associates to complete the study for it, and to make appropriate recommendations on future transit facility improvements and development options. Carlsbad Redevelopment Staff has been interviewed several times by the consultant team and NCTD staff, and has provided requested information to assist with the study. NCTD would like to make a verbal presentation to the Carlsbad City Council to share information on the noted study and to respond to any questions that the Council and/or the public may have regarding this planning study. FISCAL IMPACT: The study is being completed and funded by NCTD. Therefore, there is no financial impact to the City in regard to the planning study. EXHIBITS: None.
