RECOMMENDED ACTION:
Adopt Resolution Nos. 2006-235 and 2006-236 t appointing two members
to the Beach Preservation Committee.
ITEM EXPLANATION:
Michael Sullivan, whose term expires in June, 2006, has submitted his resignation from the
Beach Preservation Committee.
In addition, the term of Bruce Macklin expires in June, 2006. Mr. Macklin was originally
appointed to the Committee in March, 1997 to fill an unexpired term. He was reappointed in
1998 and again in 2002, and has served nine years.
Other members of the Beach Preservation Committee are: Ed Andrews, William Carroll,
Richard Erhardt, Matthew Huff, and Angela Lockhart.

1. With regret and apologies I must resign from my appointment to the City Beach
Preservation Committee. The press of urgent professional commitments coupled with
frequent travel away from our city make it impossible for me to faithfully carry out
my responsibilities to the Committee.
2. Please be assured that much of what caused this comes as a surprise to me. When I
accepted the appointment to the Committee I was firmly in control of my professional
schedule. However, last fall, I was approached by a Presidential-appointed group
working on a project with profound and positive implications for the outcomes in the
Global War on Terror and the continuing conflict in Iraq. I joined the project
believing I could be home for the monthly Beach Committee meetings and stay
involved via the web between meetings. That has proved to be unworkable and with
the project open-ended, to be fair to all concerned, I must resign.
3. Thank you for your confidence and kindness. I leave the Committee frustrated at my
failure to contribute and hoping my colleagues can quickly gain Council support for
its current recommendations. Even with my limited involvement recently there is no
question that aggressive action is required on programmatic sand replenishment, City
or County-funded lifeguards, expanded trash collection and more vigorous
enforcement of City ordinances regarding dogs, glass and fires on our beautiful but
fragile Western frontage.

PRISONER WORK PROGRAMS
IN 1992, AFTER A STRONG NORTHEASTERN STORM RAVAGED THE JERSEY SHORE, COUNTY,
STATE AND FEMA AGENCIES WERE CALLED IN TO HELP CLEAN UP THE MESS LEFT BY HIGH
WINDS AND RIVER & OCEAN FLOODING..
STATE PRISONERS, THAT HAD BEEN USED EXCLUSIVELY FOR STATE HIGHWAY MAINTENANCE
CLEAN-UP, WERE EXPERIMENTELY USED FOR BEACH AND STORM DAMAGE CLEAN-UP..
HUNDREDS OF THOUSANDS OF DOLLARS IN DUMPSTER RENTAL FEES ,PAID FOR BY FEMA,
WERE FILLED UP BY PRISON WORKERS. THE USE OF STATE PRISONERS WAS A GREAT SUCCESS
AND HAS BEEN IMPLMENTED EVER SINCE WHEN EVER NEEDED.
AFTER THAT SUCCESS, MY COMMITTEE PLUGGED INTO THE COUNTY SHERRIFF'S OFFICE AND
CREATED THE FIRST COUNTY RUN DUNE GRASS BEACH PROJECT THAT TO THIS DAY IS ONE
OF THE MOST SUCCESSFUL STATE FUNDED, COUNTY PRISONER WORK PROGRAMS IN THE
NORHTEAST. AND OF COURSE THE SAND CREATE BY DUNE FENCING AND SALT GRASS
PLANTINGS HAS LEFT HUGE MOUNDS OF BEACH SAND TO PROTECT BORO INFRASTRUCTURE.
I WOULD BE VERY INTERESTED IN ANY OPENINGS INCLUDING THE FOLLOWING
