HEAD CJ^^/t CITY ATTY.(Si CITY MGR. ffc^ RECOMMENDED ACTION: Adopt Resolutipn No. 2006-242 approving the final map for CT 05-06, Cassia Professional Offices, approving the vacation of "A" Street for STV 06-01, and authorizing the City Clerk to process the map for recordation. ITEM EXPLANATION: Engineering staff has completed checking the final map of CT 05-06, known as Cassia Professional Offices. This subdivision is within Local Facilities Management Plan (LFMP) Zone 10 and is generally located at the northeast of El Camino Real and Cassia Road. The project consists of a 3 lots. Lots 1 and 2 are proposed as non-residential condominium lots, with 4 airspace units on each lot (total of 8 airspace units). Lot 3 is proposed as an open space preserve lot. The final map conforms substantially to the tentative map as approved by Planning Commission on November 2, 2005 per PC Resolution No. 5982. The final map also conforms to the General Plan, all the applicable requirements of the Municipal Code, City Standards, and Growth Management Plan. The applicant, Franz-Yut El Camino Real, LLC, is requesting the recordation of said final map. No other discretionary permits are required prior to building permits on this project. > As part of C9ndition 34 of PC Resolution 5982, the Developer is conditioned to vacate the unnecessary right-of-way for Cassia Road as it is being rededicated by separate instrument (PR 06- 16). The Developer applied for a street vacation, under STV 06-01. The limits of said vacation are described in Exhibit 3. Public utility agencies were provided notices, and no objections were received. Since the developer is dedicating the right-of-way for Cassia Road (per PR 06-16) that supersedes the old right-of-way being vacated, the City Engineer supports the vacation of "A" Street. ENVIRONMENTAL IMPACT: The approval of a final subdivision map is a ministerial project and is exempt from the requirements of CEQA pursuant to Section 15268 of the State CEQA Guidelines. FISCAL IMPACT: The developer pays a plancheck fee to cover the expense of planchecking and processing the final map for recording. All appropriate fees will be paid if and when building permits are issued for this project. EXHIBITS: 1. Location Map. . — 2. That the above recitations are true and correct. 2. That said final map known as CT 05-06, Cassia Professional Offices, which is on file with the City Engineer and is incorporated herein by reference, is accepted, o 3. That the City of Carlsbad hereby vacates all of "A" Street as dedicated per 6 document 1998-0201274 recorded April 9, 1998. The vacation limits are described in the legal 7 description and plat (Exhibit 3), incorporated herein. o 4. That the City Clerk is authorized to sign the Certificate of Acceptance on the 9 final map. 10 5. That the City Clerk is authorized to cause the original final map to be recorded in 11 the Office of the County Recorder of San Diego County, State of California. 12 6.
