Jl/// CITY MGR. f\ju*-~~ RECOMMENDED ACTION: Adopt Resolution No. 2006-243 Blair Rasmussen Construction to accepting the Remodel Two bid of $290,000 and awarding the contract to Park Restrooms and Re-Roof a Maintenance Building, Contract No. PKS 06-02, and Project Nos. 38971 and 39431. ITEM EXPLANATION: The eastern restroom facility in Holiday Park and the restroom facility at Laguna Riviera Park are structures that were constructed approximately twenty years ago. The existing facilities are in need of new plumbing and electrical systems. Structural and roofing issues with the buildings need to be corrected. Both facilities need extensive refurbishing of interior and exterior walls and ceilings. Path of travel issues must be addressed by modifying existing pedestrian ramps and installing ADA compliant sidewalks to access the restroom at Holiday Park. The interior of both restroom facilities must be upgraded to comply with the requirements of the Americans with Disabilities Act. The original project anticipated complete replacement of both restrooms. Escalating construction costs led staff to consider other cost saving alternatives, including remodeling of the existing structures rather than complete replacement. Staff met with our consulting architect and determined that it would be feasible and cost-effective to remodel the existing structures rather than replace them entirely. On June 6, 2006, the City Council adopted Resolution 2006-139 approving contract documents and special provisions, and authorized the City Clerk to advertise for bids for this project. Three bids were received, opened, witnessed and recorded on July 19, 2006. The bid amounts ranged from $290,000 to $427,410. The bids were reviewed by the Public Works Department and were as follows: Blair Rasmussen Construction COM Construction Telaco < < V 5290,000 5302,110 $427,410 Blair Rasmussen Construction submitted the lowest responsive bid. Therefore, staff recommends the contract be awarded to Blair Rasmussen Construction, the lowest responsive bidder, in the amount of $290,000. The contractor's registration and bonds are in order and references are satisfactory. Contract documents are on file in the General Services offices of Public Works. The Engineer's Estimate for these improvements is $325,000. This project will address the Council Goal as described below. Sufficient Infrastructure Replacement funds have been appropriated in the City's CIP Program budget to complete the restroom remodels, and to install concrete surface improvements. Sufficient funds are available in the General Fund, Parks Department, Capital Outlay budget for the re-roof of the maintenance building. EXHIBITS: 1. PKS 06-02, PROJECT NOS. 38971 AND 39431. 5 WHEREAS, the City Council adopted Resolution No. 2006-139 approving contract 6 documents, special provisions and specifications, and authorized the City Clerk to advertise for 7 bids to Remodel Two Park Restrooms and Re-Roof a Maintenance Building, Contract No. PKS 8 06-02, Project Nos. 38971 and 39431, hereinafter referred to as the "Project;" and 9 WHEREAS, bids have been received by the City of Carlsbad, California to Remodel Two 10 Park Restrooms and Re-Roof a Maintenance Building; and 11 WHEREAS, the bids were opened, witnessed, and recorded on July 19, 2006; and 12 WHEREAS, the lowest responsive bid received was submitted by Blair Rasmussen 13 Construction in the amount of $290,000; and 14 WHEREAS, sufficient Infrastructure Replacement funds have been appropriated in the 15 City's CIP Program budget to complete the restroom remodels; and 16 WHEREAS, sufficient funds are available in the General Fund, Parks Department, 17 Capital Outlay budget for the re-roof of the maintenance building. 18 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 20 1. That the above recitations are true and correct.21 2. The bid of $290,000 by Blair Rasmussen Construction to Remodel Two Park22 Restrooms and to Re-Roof a Maintenance Building, and a contingency account of $40,000 is hereby accepted. 3. That the Mayor of the City of Carlsbad is hereby authorized and directed to execute _ _ a contract to Remodel Two Park Restrooms and Re-Roof a Maintenance Building, Contract No.26 PKS 06-02, Project Nos. 38971 and 39431 with Blair Rasmussen Construction. 28 1 4.
