RECOMMENDED ACTION:
To adopt Resolution No. 2006-247 authorizing the purchase of two Fire Rescue ambulances
from Road Rescue/Emergency Vehicle Group.
ITEM EXPLANATION:
Road Rescue/Emergency Vehicle Group, Inc. is currently manufacturing two (2) previously
ordered replacement ambulances for the City. The City's Vehicle Replacement Program
prescribed the replacement of two (2) ambulances in the adopted FY 05-06 City Operating
Budget. In January 2006, the City Council approved the purchase of these two (2) replacement
ambulances from Road Rescue /Emergency Vehicle Group, Inc. These two (2) replacement
ambulances are currently being manufactured and are scheduled for delivery to the City in late
September 2006.
On June 20, 2006, the City Council approved and adopted the FY 06-07 City Operating Budget.
This included a Third Ambulance Program Option, which, in part, authorized the purchase and
placement into service of one equipped ambulance and appropriated $250,000 for the purchase
of the ambulance and related equipment. The cost of the ambulance is $150,173.55, with the
balance of the appropriated $250,000 to be used for the purchase of the Advanced Life Support
equipment that is carried in the ambulance.
Since Road Rescue/Emergency Vehicle Group, Inc. has two (2) ambulances currently in
production for Carlsbad, they have offered to extend the January 2006 price of $150,173.55 to
the new ambulance being purchased as part of placing a third full-time ambulance in service.
This January 2006 pricing offer represents a saving from current vehicle pricing of $3,800 and a
vehicle delivery date of late September 2006.
The FY 06-07 Citywide Vehicle Replacement Budget, which was adopted as part of the City
Operating Budget, included funds for the scheduled replacement of a reserve ambulance.
Pursuant to the terms of the City's Vehicle Replacement Program, as set forth in Administrative
Order No. 3, the reserve ambulance scheduled for replacement in FY 06-07 exceeds the
prescribed age and mileage requirements. $155,000 was appropriated in the FY 06-07 City
Vehicle Replacement Budget for replacement of the reserve ambulance.
Road Rescue/Emergency Vehicle Group, Inc. has also offered to extend the January 2006
price to the replacement reserve ambulance. The immediate placement of this order will extend
the January 2006 pricing to this vehicle and save the City $7,200, based upon the planned
2007 price increase. Delivery of this unit would be in December 2006.

In accordance with Carlsbad Municipal Code Section 3.28.090, the Purchasing Officer is
authorized to purchase equipment through cooperative purchasing programs with other public
agencies when the agency has made their purchase in a competitive manner. These vehicle
purchases are based upon the formal bidding process extended by Clark County, Nevada and
the formal bid received by that agency on July 30, 2003 by the lowest responsible bidder for
four medium duty ambulances from Road Rescue/Emergency Vehicle Group, Inc. at the unit
price of $149,992. On October 21, 2004, Clark County, Nevada awarded the bid to Road
Rescue/Emergency Vehicle Group, Inc. in the amount of $599,968.
Fire Department staff consulted with Road Rescue/Emergency Vehicle Group to make some
minor configuration changes to the ambulances. Some Clark County required items were
deleted and some items were substituted to better meet Carlsbad's needs. The January 2006
price per ambulance as manufactured for Carlsbad is $150,173.55. The price for two
ambulances, including sales tax is $300,347.10.
FISCAL IMPACT:
Unencumbered funds in the amount of $150,173.55 are available in the Vehicle Replacement
Capital Outlay Account for the purchase of one vehicle. Unencumbered funds in the amount of
$150,173.55 are available in the Fire Department Capital Outlay Account, representing the
vehicle purchase portion of the $250,000 appropriated for the purchase and placement into
service of the full-time third ambulance. The purchasing of these two vehicles at this time
represents a total saving to the City of $11,000 over current and planned vehicle pricing
increases and achieves delivery of one vehicle by late September 2006 and the second vehicle
in December 2006.

WHEREAS, Road Rescue/Emergency Vehicle Group, Inc. is currently

WHEREAS, the FY 06-07 Operating Budget authorized the purchase and

placement into service of a third 24 hour Ambulance;8
9 WHEREAS, the FY 06-07 Operating Budget authorized the scheduled
10 replacement of a reserve ambulance;
11 WHEREAS, Road Rescue/Emergency Vehicle Group, Inc. has extended the
12 January 2006 pricing of $150,173.55 per vehicle for purchase of the third ambulance
13 and the replacement reserve ambulance resulting in a savings to the City of $11,000
14 over current and planned vehicle pricing increases;
WHEREAS, funds were allocated in the FY 06-07 Operating Budget for the

purchase of the two (2) ambulances and is unencumbered and available for these
17
purchases.

WHEREAS, these purchases meet the terms of Carlsbad Municipal Code
