HEAfr^ #f_ CITY ATTY. <^£ CITY MGR. -^^ RECOMMENDED ACTION: Adopt Resolution No. 2006-256 accepting the first installment of the grant in the amount of $10,000 from the California Library Literacy Service and appropriating funds to the Adult Learning Program general fund account for the purchase of materials and supplies to support learners in fiscal year 2006-07. In addition, authorizing Finance to appropriate the second installment of the grant when received, as well as any interests accrued from previous grants, to the same general fund account. All monies to be expended in fiscal year 2006-07. ITEM EXPLANATION: • From 1984 until 1989 the Carlsbad City Library adult literacy program was funded with grant money from the state. • In 1989, when those funds were no longer available, the City's General Fund picked up the support of the program. • In 1990, when the California Library Literacy Service was created, the library became eligible for additional matching grant funds. • We have applied for and received the matching grant funds each year for the past sixteen years. • For fiscal year 2006-07, the State Library will follow a similar procedure as last year in determining how this matching grant program will be funded. The funding formula will provide a basic grant of $10,000 to each eligible literacy program. Subsequently, if additional funds remain, a second grant amount will be distributed to each eligible literacy program. FISCAL IMPACT: The Carlsbad City Library meets the eligibility requirements for receiving State matching funds. These matching funds are awarded by the State to extend or enhance existing literacy services. Grant funds will be used to purchase instructional resources, books, software, equipment, outreach materials, and supplies to support the annual tutor/learner recognition event. The total State grant amount for 2005-06 was $32,462.00. The new funding formula will provide a basic grant of $10,000, and if there are any remaining funds, an additional grant amount will be awarded. The amount of the second grant is unknown. As you know, our CLLS funding formula consists of three parts which reflect our CLLS mission and values: • A baseline amount for each of your approved CLLS program components that reflects the importance of each library having enough funds to provide a minimum level of local literacy staffing and services. • A per capita amount per adult learner served in the previous year, that reflects the fact that Adult Literacy Services are the heart of our service, and are the basis for all other literacy services. • A match on local funds raised and expended for adult literacy services—reflecting a commitment to a continuing State/Local partnership, and to providing an incentive for increased local support for adult literacy. The second installment which is the remainder of your 2006/07 award will be determined by applying the other two parts of the formula — match and per capita. They will be determined once final reports on the 2005/06 fiscal year are submitted to the State Library by the August 15, 2006 deadline. PLEASE NOTE: Libraries not submitting the final reports by September 15 at the latest, will be eligible to receive baseline amounts ONLY, and no match or per capita dollars. The reason for this is that we must make the final calculations based on the total match and per capita for all programs statewide. We will not hold up funding for all programs because one or two programs report late. Library - Courts Building P.O. You should receive a check for the above amount within six weeks of submitting your claim form. All of these funds must be expended or encumbered by June 30, 2007. You will be asked to report electronically twice this fiscal year — once in January, and again after the close of the fiscal year. My staff will provide more details on this process.
