T^^> RECOMMENDED ACTION: Adopt Resolution No. 2006-263 accepting the bid of $232,000 and awarding the contract to Hardy & Harper Inc. to conduct citywide asphalt patch and repair work. No. PWS06-29STS and Project No. PWGS199. ITEM EXPLANATION: The Streets Department bids out asphalt repair work to augment the City overlay project and the patch work that City crews complete. This contract work helps reduce the asphalt repair backlog and will assist in helping keep up with the maintenance of the City's roadways. On June 6, 2006, the City Council adopted Resolution 2006-135 approving contract documents and special provisions, and authorized the City Clerk to advertise for bids for this project. The City Clerk issued the contract and advertised for bids on June 24, 2006. Six bids were opened, witnessed, and recorded on August 10, 2006. The bid amounts ranged from $232,000 to $315,004. The bids were reviewed by the Public Works Department and were as follows: Hardy & Harper Inc. Imperial Paving Co. Portillo Concrete Inc. Frank & Son Paving Inc. Ramona Paving & Construction Corp. Sim J. Harris Inc. $232,000 $257,348 $258,500 $284,200 $310,199 $315,004 Hardy & Harper Inc. submitted the lowest responsive bid. Therefore, staff recommends the contract be awarded to Hardy & Harper Inc., the lowest responsive bidder, in the amount of $232,000. The contractor's registration and bonds are in order and references are satisfactory. Contract documents are on file in the General Services offices of Public Works. The Engineer's Estimate for these improvements is $288,940. This project will address the Council Goal as described below. PWGS199. 5 WHEREAS, the City Council adopted Resolution No. 2006-135 approving contract 6 documents, special provisions and specifications, and authorized the City Clerk to advertise for 7 bids to Repair Citywide Asphalt sites, Contract No. PWS06-29STS, Project No.PWGS199, 8 hereinafter referred to as the "Project;" and 9 WHEREAS, bids have been received by the City of Carlsbad, California to Repair 10 Citywide Asphalt sites; and 11 WHEREAS, the bids were opened, witnessed, and recorded on August 10, 2006; and 12 WHEREAS, the lowest responsive bid received was submitted by Hardy & Harper Inc. in 13 the amount of $232,000; and 14 WHEREAS, sufficient funds are available in the General Fund, Streets Department, for 15 the Citywide Asphalt Repairs. 16 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, 17 California, as follows: 18 1. That the above recitations are true and correct. 19 2. The bid of $232,000 by Hardy & Harper Inc. to repair citywide asphalt sites and a 20 contingency account of $58,000 is hereby accepted. 21 3. That the Mayor of the City of Carlsbad is hereby authorized and directed to execute 22 a contract to conduct citywide asphalt repairs, Contract No. PWS06-29STS, Project No. 23 PWGS199 with Hardy & Harper Inc. 24 4. That the award of this contract is contingent upon Hardy & Harper Inc. executing the 25 required contract and submitting the required bonds and insurance policies, as described in the O f\contract, within twenty (20) days of adoption of this resolution.
