RECOMMENDED ACTION: Adopt Resolution No. 2006-264 expressing an interest in the San Diego Association of Governments representing the coastal cities in the implementation of a regional beach sand project. ITEM EXPLANATION: In 2001, the San Diego Association of Governments (SANDAG) implemented a $17 million, twelve location Regional Beach Sand Project (RBSP) along the coastline of San Diego County. Two of the receiver sites were located in Carlsbad. Since then, several San Diego region cities have expressed an interest in implementing another such regional beach nourishment project as economies of scale and efficiencies would increase the likelihood of a more productive and successful project. Hence, the SANDAG Shoreline Preservation Working Group is soliciting potential interest from the region's coastal cities in order to create sufficient support to perform another regional project. At this time, there is no schedule or budget prepared for the proposed project. SANDAG staff, once provided authorization from the SANDAG Board of Directors, will further define the process which would include preparing a project timeline and preliminary budget, outlining the environmental review and permitting requirements, and developing a scope of work in order to secure contracts with the necessary coastal and environmental consultants. When the project is defined and a budget developed, the project will be presented to the City Council. Staff recommends the City Council approve the attached resolution indicating Carlsbad's interest in SANDAG taking a lead role on behalf of the coastal cities of San Diego county. ENVIRONMENTAL IMPACT: Adopting a resolution expressing an interest in The San Diego Association of Governments representing the coastal cities in the implementation of a regional beach sand project is not a project as defined by CEQA. Subsequent environmental analysis will be required prior to determining the appropriateness of implementing a site specific project. FISCAL IMPACT: No fiscal impact is realized with this request. The SANDAG Shoreline Preservation Working Group will be requesting funding through the California Department of Boating and Waterways. It is anticipated matching funds of up to 15% may be required of the local agencies. If in the future matching funding is required of the City of Carlsbad, a separate request will be presented to the City Council for consideration. EXHIBITS: 1. That the foregoing recitations are true and correct. 2. That the City of Carlsbad is conceptually interested in assisting in the 1R implementation of another RBSP in coordination with SANDAG. 19 3. That SANDAG is requested to prepare a timeline and cost estimate for managing 20 and implementing such a project to assist local cities desiring to participate. 21 4.
