(, i; ^s~ & LA RECOMMENDED ACTION: Adopt Resolution No. 2006-265 authorizing the Carlsbad Beach Preservation Committee to apply for Agriculture Conversion Mitigation Funds for the implementation of a local beach nourishment project. ITEM EXPLANATION: The City of Carlsbad recently published a solicitation for projects which have the potential to be funded using Agriculture Conversion Mitigation Funds. According to the program guidelines, projects can be submitted which meet the description of the following four categories: 1. Restoration of the coastal and lagoon environment including but not limited to acquisition, management and/or restoration involving wildlife habitat or open space preservation. 2. Purchase and improvement of agricultural lands for continued agricultural production, or for the provisions of research activities or ancillary uses necessary for the continued production of agriculture and/or aquaculture in the City's coastal zone, including, but not limited to, farm worker housing. 3. Restoration of beaches for public use including, but not limited to local and regional sand replenishment programs, vertical and lateral beach access improvements, trails, and other beach-related improvements that enhance accessibility, and/or public use of beaches. 4. Improvements to existing or proposed lagoon nature centers. The Carlsbad Beach Preservation Committee is interested in submitting an application for Agriculture Conversion Mitigation Funds for the implementation of a local beach nourishment project. The proposal is to dredge offshore sand deposits and pump the material onto two reaches of the Carlsbad coastline - the area between the Buena Vista Lagoon and Pine Avenue, and the beach north of the Encinas Creek discharge at the Pacific Ocean. A preliminary estimate to place approximately 400,000 cubic yards of sand is $5.0 million. If the above project is selected for funding, the Carlsbad Engineering Department will take the lead in the design, permitting, and construction of the local sand nourishment project. Therefore, the requested action is not subject to CEQA review. FISCAL IMPACT: According to the provisions of the Agriculture Conversion Mitigation Fund Program, the approximately $6.0 million currently collected can be applied to one project or equitably distributed between the four categories outlined on Page 1. If partial funding is granted to the proposed beach nourishment project, staff intends to begin the design, environmental, and permitting phases. Concurrently, staff will also investigate other funding sources in order to implement the beach nourishment/construction phase. Other funding sources could include grants from the California Department of Boating and Waterways, appropriate state bond proceeds as they apply to beach nourishment, or the City's General Fund. Once funding options have been determined staff will return to Council for approval. EXHIBITS: 1.
