ITEM EXPLANATION:
NS-815 to require stops on Geranium Street at its intersection
Geranium Street, a residential street located in south Carlsbad, intersects Mimosa Drive in a
T-intersection configuration. Mimosa Drive is a residential street having numerous homes fronting on
the street.
Staff received an inquiry regarding the need for drivers on Geranium Street to stop prior to entering
Mimosa Drive. This is a low-volume intersection and warrants are not met to establish an all-way stop.
A traffic study was conducted to determine if the safe approach speed for drivers on Geranium Street
approaching Mimosa Drive was less than 10 miles per hour. The 10 mile per hour safe approach
speed distance allows a driver on Geranium Street to view approaching vehicles on Mimosa Drive
and slow or stop to avoid a conflict. If the safe approach speed is less than 10 miles per hour,
placement of a stop sign on Geranium Street could be considered at its intersection with
Mimosa Drive.
Results of the field study determined that the 8% roadway grade on Mimosa Drive, in combination
with landscaping on the northeast and southeast corners of the intersection, reduced the sight
distance available to a driver on Geranium Street to view approaching vehicles on Mimosa Drive.
The available clear approach sight triangle distance to view both northbound and southbound vehicles
on Mimosa Drive is less than the minimum distance required for the 10 mile per hour approach speed
of a vehicle on Geranium street. Consequently, vehicle conflicts in the intersection may be minimized
by placing a stop sign on the stem of this T-intersection, which would be Geranium Street.
The Traffic Safety Commission reviewed this matter at their meeting of August 7, 2006. By a 5-0 vote,
the Commission recommended that a stop sign be installed on Geranium Street at its intersection with
Mimosa Drive.
In past years, at their intersection with Mimosa Drive, stop signs were installed on Lupine Road,
Catalpa Road, and Aster Place. These locations are included in the attached ordinance.

ENVIRONMENTAL IMPACT:
The installation of an official traffic control device is a project that is a Class 1 categorical exemption
(minor alteration of existing structure or facility) and is, therefore, exempt from the environmental
review process under the provisions of the California Environmental Quality Act (CEAQ), section
15301(c).
FISCAL IMPACT:
The installation of one stop sign, limit line, and a stop legend will cost about $500.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER
10.28 OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE
4 STOPS ON MIMOSA DRIVE.
5 The City Council of the City of Carlsbad, California, hereby ordains as follows:
6 SECTION 1: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended
7 by the addition of Section 10.28.860 to read as follows:
o "10.28.860 Mimosa Drive. Drivers shall stop where the following
described streets intersect Mimosa Drive:
9 Geranium Street
IQ Lupine Road
Catalpa Road
! j Aster Place."
Yi EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption; and
13 the City Clerk shall certify the adoption of this ordinance and cause it to be published at least once in
14 a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its adoption.
