RECOMMENDED ACTION:
2006-274 approving the City of Carlsbad's 2005-2006Adopt Resolution No. _
Consolidated Annual Performance and Evaluation Report for the Community Development
Block Grant Program.
ITEM EXPLANATION:
As required by the federal regulations for the Community Development Block Grant (CDBG)
Program, staff has prepared a Consolidated Annual Performance and Evaluation Report
(CAPER) for submission to the U.S. Department of Housing and Urban Development (HUD).
The period covered by the CAPER is July 1, 2005 to June 30, 2006.
As a recipient of federal CDBG Entitlement funds, the City of Carlsbad is required to prepare a
CAPER on an annual basis. The purpose of the CAPER is to: 1) Report on progress in
carrying out the Consolidated Plan Annual Strategy; and 2) Assess the City's annual
performance in relationship to meeting the City's overall CDBG priorities. The City of Carlsbad
CDBG Program continues to make progress towards meeting National Objectives established
by Congress and Local Objectives approved by Council as part of the City's Annual
Consolidated Plan. Approximately $1,178,944 in CDBG funds have been expended during the
2005-2006 Program Year to assist programs and projects that provide services to lower income
Carlsbad residents.
The City is required to make the CAPER available to the public for review and comment. A
notice was published in a local newspaper announcing the fifteen day public review and
comment period, which was initiated on August 25, 2005. Comments were accepted until 5:00
p.m. on September 8, 2006. No comments were received as of September 6, 2005.
FISCAL IMPACT:
There is no fiscal impact from approving the CAPER.
ENVIRONMENTAL IMPACT:
There is no environmental impact from approving the CAPER.

WHEREAS, the City of Carlsbad, is a recipient of federal Community
6
Development Block Grant (CDBG) funds administered by the U.S. Department of
7
Housing and Urban Development (HUD);8
9 WHEREAS, a Consolidated Annual Performance and Evaluation Report is
JO required by the U.S. Department of Housing and Urban Development, for review of the
11 City's performance in carrying out its Annual Strategy and in relationship to meeting the
12 City's overall five year priorities and strategies for housing and community development;
13 WHEREAS, the City Council of the City of Carlsbad has considered the City's
14 2005-2006 Consolidated Annual Performance and Evaluation Report for the Community
Development Block Grant Program; and

WHEREAS, the City Council has taken all testimony into account.

NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City

of Carlsbad, California, as follows:
20 1 • The above recitations are true and correct.
21 2. That the City of Carlsbad's 2005-2006 Consolidated Annual Performance and
Evaluation Report for the Community Development Block Grant Program is
22 hereby approved for submission to the U.S. Department of Housing and
Urban Development.
24 3. That the City of Carlsbad published a notice in a local general circulation
newspaper announcing a fifteen (15) day public review and comment period
25 on the 2005-2006 Consolidated Annual Performance and Evaluation Report.
