RECOMMENDED ACTION:
Adopt Resolution No..2006-295 .approving the plans and specifications and
authorizing the bidding of the Senior Center Improvement Project, Project No. 45001-2.
ITEM EXPLANATION:
In the 2006-2007 Fiscal Year Capital Improvement Budget, the Council approved appropriation
of funds for an improvement project of the existing Senior Center within the area formerly
owned by the Carlsbad Unified School District. The area consists of a total of 14,245 square
feet (8,475 first floor and 5,770 second floor). The first floor is designed to augment senior
activities and includes:
• Fitness center
• Computer lab
• Multi-purpose/conference room
• Arts and crafts room
• Bathroom and changing room (including a shower)
• Several small office rooms (for tax preparation assistance, blood pressure testing, etc.)
• Game room
• Lunch area
The second floor will house Recreation Administration offices.
The Senior Commission reviewed and accepted the program for the first floor Senior Center
facility expansions at their January '06 meeting.
Plans and specifications have been prepared and are available in the Recreation Administration
Office.
FISCAL IMPACT:
Current funds are available in the 2006-2007 Fiscal Year Capital Improvement Program in the
amount of $1,611,206 from the Redevelopment Agency funds ($1,082,044 allocated for the first
floor improvements) and $529,162 from General Capital Construction fund (for second floor
improvements). The following are the estimated construction costs:

'06). True construction costs will be determined by final bids.
** The "Senior Center Trust Fund" are donations from public and private sponsors for equipment and program
enhancements to the Senior Center. $100,000 dollars are being allocated from this fund to this project.
Council should be aware that the Redevelopment Fund contribution to project ($1,082,044 of
the total $1,611,206) can only be used for the first floor Senior Center expansion and not for the
second floor City administrative offices. This leaves the remainder, or $529,162 allocated to the
second floor. After award of the construction contract, staff will need to verify through the
contractor's "schedule of values" (portion of cost allocated by the contractor to each segment of
the project) that no more than $529,162 is apportioned towards the second floor work. Should
the construction costs or any other costs associated with the second floor (e.g. furniture or
equipment, design, inspection, etc.) be more than $529,162, staff will need to return to Council
for an additional appropriation from the General Capital Construction fund.
ENVIRONMENTAL IMPACT:
Because the project is not increasing the floor area or intensity of use, it is exempt under
CEQA, "Minor Alterations of Existing Structures", Section 15301.

6 WHEREAS, the City Council of the City of Carlsbad, California, has previously
7 appropriated funds in the Fiscal Year 2006-2007 Capital Improvement Program for
8 improvements to the existing Carlsbad Senior Center, hereafter referred to as the
9 "Project"; and
10 WHEREAS, plans and specifications have been completed and are ready for
11
advertisement of construction bids and are on file in the Recreation Department of the
12
City of Carlsbad; and
WHEREAS, the City Council of the City of Carlsbad hereby finds it necessary,
15 desirable, and in the public interest to provide improvements to the Senior Center; and
16 WHEREAS, adequate funds are available in the Fiscal Year 2006-2007 Capital
17 Improvement Program for the project in the amount of $1,611,206.

19 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
20 Carlsbad, California, as follows:

1. That the above recitations are true and correct.

2. That the plans and specifications are available in the Recreation

25 3. That the plans and specifications are hereby approved for the Project, and
26 the City Clerk is authorized and directed to advertise for bids for the Project in
97 accordance with Chapter 3.28 of the Carlsbad Municipal Code.
