DEPT. 18,759 10/17/06 Recreation Contract Award- Erosion Repairs and Drainage Improvements Re-bid, Leo Carrillo Ranch Historic Park Contract No. 45011 DEPT. HEAD CITY ATTY. CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 2006-296 accepting bids and awarding a contract to Valley Coast Construction, Inc. for the Erosion Repairs and Drainage Improvements Re-bid, Leo Carrillo Ranch Historic Park, Contract No. 45011. ITEM EXPLANATION: On April 20, 2006 three bids were received for the Erosion Repairs and Drainage Improvements at Leo Carrillo Ranch Historic Park. Of the three bids received, only 2 were deemed responsive and it was determined that the lowest responsive bid was considerably higher than the allotted budget. After making minor modifications to the plans and specifications, staff returned to Council to request additional funding and authorization to re-bid the project. On July 18, 2006, City Council adopted Resolution No. 2006-203 approving the additional funds for the project along with the re-bid plans and specifications. The proposed re-bid erosion repairs and improvements included the following: - Supplemental stabilized decomposed granite to re-establish grades for positive drainage - Minor grading to redirect water to minimize erosion - Additional catch basins and storm drainage to collect and direct run-off - Applications of stabilizer solutions to stabilize previously installed non stabilized decomposed granite - Removal of decomposed granite sediment from drainage structures and stream areas The re-bid project was advertised and on September 19, 2006, the City received 3 sealed bids for the project. The table below lists the bidders and the corresponding bids received and the engineer's estimate. Contractor Name Valley Coast Construction Inc. It is therefore recommended that Valley Coast Construction, Inc. be awarded the contract as the lowest responsive bidder. On going maintenance costs should be reduced due to the improvement of the decomposed granite surfaced trails and parking areas and the inclusion of new drainage structures. ENVIRONMENTAL IMPACT: The proposed maintenance work and improvements for this project are exempt as defined by CEQA Section 15304 Guidelines, Minor Alterations to Land. EXHIBITS: 1. Location Map DEPARTMENT CONTACT: Liz Ketabian 760-434-2978, lketa@ci.carlsbad.ca.us z LEO CARRILLO RANCH PARK 1 RESOLUTION NO. 2006-296 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING RE-BIDS AND 3 AWARDING A CONTRACT FOR EROSION REPAIRS AND 4 DRAINAGE IMPROVEMENTS RE-BID, LEO CARRILLO RANCH HISTORIC PARK, CITY PROJECT NO. 4501 1 . 5 6 WHEREAS, the City Council of the City of Carlsbad, California, has previously 7 appropriated funds in the 2006-2007 Capital Improvement Program for the re-bid of8 9 Erosion Repairs and Drainage Improvements at Leo Carrillo Ranch Historic Park, City Project 4501 1 , herein after referred to as the "Project"; and 11 WHEREAS, The City Council of the City of Carlsbad has previously adopted 12 Resolution No. 2006-203, approving the re-bid plans and specifications and authorizing 13 the advertisement for re-bid for the Project; and 14 WHEREAS, 3 sealed bids were received and opened in public by the City on 15 September 19, 2006 for the Project; and 16 WHEREAS, the lowest responsive, responsible bid has been determined to be 17 that which was submitted by Valley Coast Construction, Inc. in the amount of $192,018; 18 19 2Q WHEREAS, the City Council does hereby find it necessary, desirable and in the 21 public interest to award the contract for the aforementioned Project; and 22 WHEREAS, sufficient General Capital Construction Funds are available in the 23 amount of $192,018 to cover the construction of the needed erosion repairs and drainage improvements for the Project; 25 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 26 Carlsbad, California, as follows: 27 1 . That the above recitations are true and correct.28 1 2. That the bids received and opened by the City on September 19, 2006 for 2 the re-bid of the Erosion Repairs and Drainage Improvements, Leo Carrillo Ranch Historic Park, City Project No. 45011, are hereby accepted and the 4 lowest responsive, responsible bid received is hereby determined to be 5 that which was submitted by Valley Coast Construction Inc. in the amount 6 of $192,018.7 8 3. That said bid received by the City from Valley Coast Construction, Inc. is 9 accepted and is hereby awarded to this company and the Mayor is 10 authorized to execute said contract on behalf of the City. 11 4.
