RECOMMENDED ACTION: Receive a presentation from Evelyn Montalbano, a resident of Carlsbad, regarding traffic mitigation on La Costa Avenue. ITEM EXPLANATION: The City Council provides an opportunity for citizens and organizations to have an item placed on a City Council Agenda by submitting a letter to the City Manager. Attached is a letter (Exhibit 1) from Evelyn Montalbano, a resident of Carlsbad, requesting that the City Council receive a presentation on traffic mitigation on La Costa Avenue. Patchett City Manager 1200 Carlsbad Village Drive Carlsbad, California 92008 Dear Mr. Patchett: We, the residents of La Costa South, would like to address the issues of traffic on La Costa Avenue. Traffic and safety issues have been a problem for a long time. Inasmuch as someone was recently killed, we feel it is imperative to address the City Council about our concerns. Therefore, we hereby request that the issue, Traffic Mitigation on La Costa Avenue, be formally listed on the Agenda of the City Council Meeting. Since certain members of our community will be traveling out of state in the next upcoming months, a November calendar date would be preferable. Under your leadership, with the Mayor and Council Members, the City of Carlsbad has become a vibrant, prosperous, beautiful community. However, traffic is a problem that resonates with every citizen in Carlsbad. We would like to present before the Council certain reasonable, mitigating features to La Costa Avenue that would greatly increase our safety and decrease our fears. A«tf City Mgr.October 16, 2006 S 7- i^ Tom Zoll Chief of Police Carlsbad Police Department 2560 Orion Way Carlsbad CA 92010 TRAFFIC ENFORCEMENT AND ACCIDENT PROFILE JANUARY 1, 2006 - SEPTEMBER 30, 2006 Chief Zoll, LA COSTA AVENUE Scope of Problem Historically La Costa Avenue ranks fifth in the top ten roadways for collisions behind El Camino Real, Palomar Airport Road, Carlsbad Boulevard, and Carlsbad Village Drive. Several residents living on La Costa Avenue have voiced their frustrations with speeding vehicles and other traffic-related matters primarily in the 2300 to 2600 block (just east of El Camino Real including the area of the Marbella.) Residents have asked the City to lower the posted speed limit to 25 MPH, to install all-way stop signs at every intersection, to place flashing warning lights on the roadway, and to install speed bumps. Enforcement Efforts La Costa Avenue constantly ranks third in enforcement efforts by the Traffic Division behind Carlsbad Boulevard and Palomar Airport Road. During this period, we have issued 331 citations on La Costa Avenue. On July 11, 2006 through July 15, 2006, we deployed the Speed Sentry in the 2500 block of La Costa Avenue (with no display visible) and it recorded the average speed for all vehicles as 42.3 MPH. However, during that same period, the Speed Sentry also recorded speeds between 60-65 MPH (72 cars), 66-70 MPH (18 cars), and 71-95 MPH (7 cars). An Engineering and Traffic Survey was completed on this section of La Costa Avenue December 2, 2004 and had a critical speed of 48 MPH for this section of roadway. EB D1 rear-ended EB D2 who was slowing down due to a opossum crossing the road. EB V1 then rolled backwards and hit the south curb. WB D1 was in the #2 lane, veered to the right and collided into the rear of parked V2. WB D1 rear-ended WB D2. D1 and D2 were stopped at a red light. 02 started to drive forward and then stopped. 01 did not stop in time. WB D2 was turning right into a driveway and was rear ended by WBD1. WB 01 was in the #1 lane, swerved to the right b/c 01 was distracted by another vehicle on the road and 01 hit three parked vehicles. EB 02 was stopped in the #1 lane for a red light. The light turned green, but 02 had not started to drive forward, yet, when EB 01 rear-ended D2. WB D1 was in the #2 through lane. 01 began to move into the #1 lane and sideswiped WB 02 who was in the #1 lane. EB 02 broadsided NB 01, who was in the process of turning left to go WB. 02 then lost control of V2 and collided into a residence's home located on the north side of the road. Residents in the area have voiced their opinions about excessive speed of vehicles and trucks violating the non-truck designation of Melrose Drive. Residents have asked the City to enforce these violations, particularly near Carrillo Ranch Elementary School. Enforcement Efforts The Traffic Division has written 70 citations on Melrose Drive, which has had eight reported collisions (none involving trucks and only two where excessive speed was the primary collision factor). Additionally, Melrose Drive has required a disproportionate amount of divisional time and resources because of citizen concerns, and this demand has increase since the opening of Melrose Drive north of Palomar Airport Road on August 16, 2006. EL FUERTE STREET Scope of Problem With the diversion of truck traffic off Melrose Drive onto El Fuerte Street, and the completion of El Fuerte Street from Palomar Airport Road to Alga Road, residents are concerned about speeding and non-approved truck traffic in their neighborhoods Enforcement Efforts Because of extremely low number of collisions this year (two) we do not keep citation totals for El Fuerte Street. However, I know the motors have worked this area recently as demands for service increased with additional truck traffic rerouted off Melrose Drive. SUMMARY We work closely with the Traffic Engineering Department and staff to provide timely information on collisions citywide. We deploy our two department's Speed Sentry Radar Units at several locations requested by Engineering and report back to them all data collected. In addition to these three roadways, the division has had requests for enforcement twice a day (morning and afternoon rush) at all twenty-three schools in the City of Carlsbad and over one hundred other locations with little or no previous collision history.
