RECOMMENDED ACTION:
City Council adopt Resolution No. 2006-309 appropriating funds for the purchase
of items that support the Office of Justice Planning Law Enforcement Terrorism Prevention
Program and authorizing a request for reimbursement for these purchases.
ITEM EXPLANATION:
Carlsbad Police Department has been allocated funds for reimbursement through the State
Homeland Security Grant Law Enforcement Terrorism Prevention Program. The intent of the
Law Enforcement Terrorism Prevention Program is to enhance law enforcement's capabilities
for detecting, deterring, disrupting, and preventing acts of terrorism. The Law Enforcement
Terrorism Prevention Program is a federal grant program through the Office of Justice Planning
Office of Disaster Preparedness, and is coordinated by the State of California and the County of
San Diego Office of Emergency Services. The maximum amounts allocated to Carlsbad Police
Department for reimbursement are $32,434.81 for FY04 and $28,101.40 for FY05 for a total of
$60,536.21.
The Police Department has purchased interoperability communications equipment including
four handheld radios and eight laptop mobile data communications devices and a
corresponding server for a total of $57,927.08. These items were approved by the State of
California and meet the criteria for allowable costs for full reimbursement as set forth in the
grant.
FISCAL IMPACT:
The total purchase of $57,927.11 is fully reimbursable by the State of California through the
State Homeland Security Grant Law Enforcement Terrorism Prevention Program.
ENVIRONMENTAL IMPACT:
None

6 WHEREAS, Carlsbad Police Department has been allocated funds for

WHEREAS, Carlsbad Police Department has purchased interoperability

communications equipment totaling $57,927.08 that meets the criteria for allowable

14 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
15 Carlsbad, California, as follows:
16 1. That the above recitations are true and correct.
2. That the Finance Director is authorized to appropriate $57,927.08 for Law
18 Enforcement Terrorism Prevention Program purchases.

3. That the police department is authorized to submit for reimbursement for

Law Enforcement Terrorism Prevention Program purchases.
