XT)^rvC RECOMMENDED ACTION: Adopt Resolution No. 2006-316 accepting the bid of $467,192 and awarding the contract to Tri- Group Construction Inc. to conduct citywide concrete work, Contract No. PWS06-30STS, Project No. PWGS218. ITEM EXPLANATION: The Streets department bids out concrete repair work to augment the City's in-house concrete repairs. This contract work helps reduce the City-wide curb, gutter, and sidewalk repair backlog and will assist in the maintenance of the City's roadways. Additional work for repairing tile work in the City's downtown Village area is also included in this contract. The Engineer's estimate was $382,052. On June 27th, 2006, the City Council adopted Resolution 2006-177 approving contract documents and special provisions, and authorizing the City Clerk to advertise for bids on this project. The City Clerk advertised for bids on July 14, 2006. Two bids were received, opened, witnessed, and recorded on August 29, 2006. The bid amounts ranged from $467,192 to $572,049. The bids were reviewed by the Public Works Department and were as follows: Tri-Group Construction Inc. Palomar Grading and Paving Inc. $467,192 $572,049 Tri-Group Construction Inc. submitted the lowest responsive bid. Historically, the City has only received three or four bids on contracts for City-wide concrete repair work. Therefore, staff recommends the contract be awarded to Tri-Group Construction Inc., the lowest responsive bidder, in the amount of $467,192. The contractor's registration and bonds are in order and references are satisfactory. Contract documents are on file in the General Services offices of Public Works. WHEREAS, the City Council adopted Resolution No. 2006-177 approving contract documents, special provisions and specifications, and authorizing the City Clerk to advertise for bids to Repair Citywide Curb, Gutter, and Sidewalk sites, Contract No. PWS06-30STS, Project NO.PWGS177, hereinafter referred to as the "Project;" and WHEREAS, bids have been received by the City of Carlsbad, California to Repair Citywide Curb, Gutter, and Sidewalk sites; and WHEREAS, the bids were opened, witnessed, and recorded on August 29, 2006; and WHEREAS, the lowest responsive bid received was submitted by Tri-Group Construction Inc. in the amount of $467,192; and WHEREAS, sufficient funds are available in the General Fund, Streets Department, budget for the Citywide Curb, Gutter, and Sidewalk Repairs. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 18 2. The bid of $467,192 by Tri-Group Construction Inc. to Repair Citywide Curb, Gutter, 19 and Sidewalk sites and a contingency of $46,000 is hereby accepted. 20 3. That the Mayor of the City of Carlsbad is hereby authorized and directed to execute 71 a contract to Repair Citywide Curb, Gutter, and Sidewalk sites, Contract No. PWS06-30STS, and 77 Project No. PWGS177, with Tri-Group Construction Inc. 23 4. That the award of this contract is contingent upon Tri-Group Construction Inc. 24 executing the required contract and submitting the required bonds and insurance policies, as 25 described in the contract, within twenty (20) days of adoption of this resolution.
