RECOMMENDED ACTION:
Introduce Ordinance No.NS-820 to establish a prima facie 55 mile per hour speed limit
upon Rancho Santa Fe Road from the north city limits to its intersection with La Costa Avenue.
ITEM EXPLANATION:
Construction of the Rancho Santa Fe Road widening project was completed in Summer 2006
between the north city limits and La Costa Avenue. The former two-lane road that had a posted speed
limit of 45 miles per hour was widened to a six-lane divided roadway meeting prime arterial standards.
With the recent completion of construction, Rancho Santa Fe Road has a landscaped raised median
dividing three traffic lanes in each direction. Curb and gutter, sidewalks, street lights, and bicycle
lanes were included in the project. Several new streets that are controlled with traffic signals intersect
Rancho Santa Fe Road. A project feature re-configured the La Costa Meadows Drive intersection to a
right-turn in/right-turn out intersection. The Melrose Drive intersection with Rancho Santa Fe Road
was relocated northerly and is now entirely within the city limits of San Marcos. Traffic volumes on the
subject road segment vary between 31,000 and 38,000 vehicles per day depending upon location.
At their meeting October 2, 2006, the Traffic Safety Commission considered the results of the
Engineering and Traffic Survey to establish a prima facie speed limit upon the subject portion of
Rancho Santa Fe Road. The Commission recommended by a 4-0 vote that a 55 mile per hour
prima facie speed limit be established upon Rancho Santa Fe Road from the north city limits to its
intersection with La Costa Avenue.
The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic
Engineer.
ENVIRONMENTAL IMPACT:
The installation of an official traffic control device is a project that is a Class 1 categorical exemption
(minor alteration of existing structure or facility) and is, therefore, exempt from the environmental
review process under the provisions of the California Environmental Quality Act (CEQA),
Section 15301(c).
FISCAL IMPACT:
Installing eight speed limit signs upon Rancho Santa Fe Road will cost about $1,000.

The City Council of the City of Carlsbad, California, hereby ordains as follows:

SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended

by the revision of Section 10.44.190 to read as follows:

"10.44.190 Rancho Santa Fe Road.
(a) Upon Rancho Santa Fe Road from the north city limits to its
intersection with La Costa Avenue, the prima facie speed limit shall
be fifty-five miles per hour.
12 (b) Upon Rancho Santa Fe Road from La Costa Avenue to its
intersection with Olivenhain Road, the prima facie speed limit shall
be fifty miles per hour.
14 (c) Upon Rancho Santa Fe Road from Olivenhain Road to the
i f south city limits, the prima facie speed limit shall be forty-five miles
per hour."
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption; and
the City Clerk shall certify the adoption of this ordinance and cause it to be published at least once in
18 a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its adoption.19 ///
