HEAD* ^ti CITY ATTY. <g^ CITY MGR. ~~S2> RECOMMENDED ACTION: Introduce Ordinance No.NS-821 to establish a prima facie 35 mile per hour speed limit upon Marron Road from 140 feet east of Avenida de Anita to its intersection with El Camino Real. ITEM EXPLANATION: Construction was completed earlier this year to widen Marron Road to a four lane configuration between El Camino Real and Avenida de Anita. With the changed conditions, the road no longer meets the criteria for the existing 25 mile per hour speed limit posting. Marron Road is classified as a secondary arterial on the Circulation Element of the General Plan and it terminates about 140 feet east of Avenida de Anita. It has been widened to two traffic lanes in each direction divided by a striped median with curb and gutter, sidewalk, and street lights on both sides of the roadway. The road has an average daily traffic volume of 7,000 vehicles east of El Camino Real and 4,700 vehicles west of Avenida de Anita. Marron Road serves commercial businesses via driveways on both sides of the road and as access to housing units to the east. Based upon a speed survey, the 85th percentile speed on Marron Road was found to be 37 miles per hour. At their meeting October 2, 2006, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to establish a prima facie speed limit upon the subject portion of Marron Road. The Commission recommended by a 4-0 vote that a 35 mile per hour prima facie speed limit be established upon Marron Road from El Camino Real to its terminus about 140 feet east of Avenida de Anita. The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic Engineer. ENVIRONMENTAL IMPACT: The installation of an official traffic control device is a project that is a Class 1 categorical exemption (minor alteration of existing structure or facility) and is, therefore, exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA), Section 15301(c). FISCAL IMPACT: Installing two speed limit signs upon Marron Road will cost about $250. FOR CITY CLERKS USE ONLY.
