X CITYMGR. ~S ^T^ <fii@>$> RECOMMENDED ACTION: Adopt Resolution No. 1280 accepting bids, awarding a contract with J. F. Creamer & Sons, Inc., for the construction of the El Camino Real Potable Water System Projects, Project Nos. 38441, 39111, 39151, 50021, and 50031, and appropriation of funds. ITEM EXPLANATION: The El Camino Real Potable Water System Projects combines five separate projects located along El Camino Real from College Boulevard to Carlsbad Village Drive. The projects will be constructed under one construction contract with separate bid schedules for each of the following CIP projects. 1. El Camino Real Pipeline Crossing at Carlsbad Village Drive. Project No. 39111. This replaces approximately 200 lineal feet of 10-inch diameter pipeline, which developed leaks from pipe corrosion and is currently out of service. 2. El Camino Real at Carlsbad Village Drive. Tanglewood Pressure Reducing Station. Project No. 39151. This project replaces the existing vault, piping, and valves that are at the end of their useful life. 3. El Camino Real Pipeline Crossing at Kelly Drive. Project No. 50021. This project installs approximately 300 lineal feet of 12-inch diameter pipeline which will provide a looping pipeline system to increase water supply reliability for residents in the 255 pressure zone by providing water from two directions. 4. El Camino Real Transmission Main. Kelly Drive to Lisa Street. Project No. 38441. Approximately 2,000 lineal feet of 10-inch diameter pipeline will be installed to loop and connect two separate 255 pressure zones increasing water supply reliability for residential customers. 5. El Camino Real Transmission Main, located in Jackspar Drive. El Camino Real, and College Boulevard. Project No. 50031. Approximately 4,000 lineal feet of 12-inch diameter pipeline will be installed to loop and connect two separate 375 pressure zones increasing reliability for residential customers. The lowest bid was submitted by J. Fletcher Creamer & Sons, Inc. Their bid was $1,873,050, or 23% lower than the City of Carlsbad Engineer's Estimate. All bid documents submitted by J. Fletcher Creamer & Sons, Inc., have been reviewed by staff and found to be in order. Staff recommends awarding the construction contract to J. Fletcher Creamer & Sons, Inc., in the amount of $1,873,050. ENVIRONMENTAL IMPACT: This project is categorically exempt from the environmental review process under Section 15302(c) of Title 14 of the California Code of Regulations. It is estimated that additional funds of $480,675 from the Water Connection fund and $227,725 from the Water Replacement fund are required to complete the project. Sufficient funds are available for additional appropriations. On June 20, 2006, through Agenda Bill No. 617, the Board of Directors considered three options for the Project because staff estimated that an appropriation increase in the amount of $1,349,400 would be needed for this project. The Board approved staffs recommendation to authorize the advertisement for bids for the El Camino Real Potable Water System Projects and approve the additional appropriations at the time of award. The total appropriation increase is now estimated at $708,400, which is $641,000 less than estimated in Agenda Bill No. 617. EXHIBITS: 1. Location Map. 2. AND APPROPRIATION OF FUNDS. 6 WHEREAS, the Board of Directors of Carlsbad Municipal Water District has determined 7 it necessary, desirable, and in the public interest to construct El Camino Real Potable Water 8 System Projects, Project Nos. 38441, 39111, 39151, 50021, and 50031; and 9 WHEREAS, the Board of Directors of the CMWD has previously approved the plans and 10 specifications and authorized the advertisement for bids for the construction of the El Camino 11 Real Potable Water System Projects, Project Nos. 38441, 39111, 39151, 50021, and 50031; and 12 WHEREAS, six (6) sealed bids were received on October 10, 2006 by the City of 13 Carlsbad for the construction of the El Camino Real Potable Water System Projects, Project Nos. 14 38441, 39111, 39151, 50021, and 50031; and were subsequently reviewed by staff; and 15 WHEREAS, the low bid received by J. Fletcher Creamer & Sons, Inc., in the amount of 1R $1,873,050 was determined to be the lowest responsive bid by staff; and WHEREAS, the estimated project costs for the El Camino Real Potable Water System 18 Projects is $2,353,000; and 19 WHEREAS, the appropriation totaling $1,662,600 for the El Camino Real Potable Water 20 System Projects, Project Nos. 38441, 39111, 39151, 50021, and 50031 is insufficient to complete 21 the project; 22 WHEREAS, additional funds from the Water Connection fund and from the Water 23 Replacement fund are needed to complete the project and will be requested at the time the 24 construction contract is awarded; and 25 WHEREAS, this project is categorically exempt from the environmental review process 26 under Section 15302(c) of Title 14 of the California Code of Regulations. 27 /// 28 1 2 NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Carlsbad Municipal 3 Water District as follows: 4 1. That the above recitations are true and correct. 5 2. That the bid submitted by J. Fletcher Creamer & Sons, Inc., in the amount of 6 $1,873,050, for the construction of the El Camino Real Potable Water System Projects, 7 Project Nos. 38441, 39111, 39151, 50021, and 50031, is hereby accepted and the 8 Executive Manager is hereby authorized and directed to execute a contract therefore. 9 3. That the Executive Manager is hereby authorized to approve construction change 10 orders up to $187,305 for Project Nos. 38441, 39111, 39151, 50021, and 50031. ,, 4. That the award of this contract is contingent upon J. Fletcher Creamer & Sons, Inc., executing the required contract and submitting the required bonds and insurance policies, as described in the contract, within twenty (20) days of adoption of this resolution with the IO understanding that the Executive Manager may grant reasonable extensions of time. 5.
