RECOMMENDED ACTION:
Adopt Resolution No. 2006-328 appropriating funds in the amount of $20,000 to initiate
analysis and design of concrete barrier replacement for Carlsbad Boulevard bridge over the railroad,
Project No. 6016.
ITEM EXPLANATION:
The concrete barrier on Carlsbad Boulevard bridge over the railroad tracks at State Street is in need
of replacement because of its poor condition with concrete flaking, cracking, and exposed rebar.
This project is identified in the 2006-2007 Capital Improvement Program (CIP) for implementation in
Fiscal Year 2007-2008. Also, some Federal funds have been allocated to the project through the
Local Assistance Program through Caltrans. Caltrans has issued an authorization to proceed with
preliminary engineering for this project. In order not to forfeit these and any additional funds,
staff needs to provide Caltrans with various documents and initiate the project. Allocation of these
funds from the 2007-2008 Fiscal Year to the 2006-2007 Fiscal Year will allow staff to initiate the
project, perform conceptual studies, and develop necessary documents for Caltrans approval.
ENVIRONMENTAL IMPACT:
This activity is a feasibility and planning study, which is statutorily exempt from CEQA pursuant to
State CEQA Guidelines, Section 15262.
FISCAL IMPACT:
Staff estimates that the costs for preparing necessary documentation for Caltrans and performing
conceptual studies will be $20,000. At this time, Caltrans has allocated $13,280 to this project for
preliminary engineering. If the additional documentation requested from Caltrans is not provided, this
funding may be de-obligated by February 2007. The additional documentation and conceptual studies
will provide information that may lead to additional fund allocations from Caltrans for design and
construction.
This project is currently programmed in the CIP for 2007-2008. Staff recommends that $20,000 be
appropriated from the General Capital Construction Fund in this fiscal year to facilitate the initiation of
the project.

OPTIONS TO CITY COUNCIL
Option 1:
Move forward with the project at this time. Staff can process the necessary documentation for
Caltrans and apply for additional Federal funds.
Option 2:
Not move forward with the project at this time. If the City delays the start of this project, currently
allocated Federal funds may not be available.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROPRIATING FUNDS FOR
CARLSBAD BOULEVARD OVER RAILROAD CONCRETE
BARRIER REPLACEMENT. PROJECT NO. 6016.
WHEREAS, the City Council has determined it necessary and in the public interest to
move the project forward in the Capital Improvement Program and appropriate funds; and
WHEREAS, sufficient General Capital Construction funds are available to move forward.
NOW, THERFORE, BE IT RESOLVED by the City Council to the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the Finance Director is authorized to appropriate $20,000 from the General
Capital Construction Fund to Project No. 6016.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the
City of Carlsbad on the 14th day of November , 2006,
by the following vote, to wit:
