I^P RECOMMENDED ACTION: City Council adopt Resolution No.2006-329 accepting the FY 06 Bureau of Justice Award, appropriating the funds in support of law enforcement functions, and accepting the bid from Advanced Interactive Systems for purchase of computer-based firearms training system in compliance with grant. ITEM EXPLANATION: Carlsbad Police Department has been awarded an FY 2006 Bureau of Justice Congressionally Mandated Award in the amount of $98,763. This Congressional Mandate has been earmarked for law enforcement technology and the department has selected a computer-based firearms training simulator. While firearms simulators do not replace traditional, live-fire training, these systems allow officers to face real-world scenarios, practice force options, and review tactics and options. The firearms training simulator is a relatively mobile system. When a permanent firearms training location is finalized, the firearms training simulator will be retained and will become an integralpart of the overall training program. There are only two companies that manufacture computer-based firearms simulators. The bid from Advanced Interactive Systems ($91,766) was not only the lowest cost but also best met the needs of the department. FISCAL IMPACT: All costs for this equipment are fully funded through the FY 06 Bureau of Justice Award. ENVIRONMENTAL IMPACT: None EXHIBITS: 1. That the above recitations are true and correct. 16 2. That the purchases specified are authorized in compliance with the grant. 17 3. That the Police Chief is authorized to execute all appropriate agreements with 18 the US Department of Justice for receipt of the subject grant funds, as well as 19 any required reports and/or final statements. 20 4. That the bid of Advanced Interactive Systems is hereby accepted. 21 5. That the Purchasing Officer is hereby authorized and directed to issue a _, purchase order for the designated equipment; and 24 6.
