RECOMMENDED ACTION:
Adopt Resolution No. 2006-334 authorizing the appropriation of additional funds for the
Poinsettia Lift Station Improvements, Project No. 3875.
ITEM EXPLANATION:
The Poinsettia Lift Station was constructed in 1998 and is located on Poinsettia Lane, east of
Alicante Road. Until July 2005 the lift station was remotely located and only accessible from
Poinsettia Lane through the use of a mile long restricted access road. However, with the extension of
Poinsettia Lane between El Fuerte Street and El Camino Real in 2005 access is now directly obtained
from new driveways off Poinsettia Lane.
A preliminary design report was recently completed that analyzed the condition of the lift station's
equipment, pumps, and control system. Four items were found to need immediate attention. Following
is a brief description of all four items.
At the time the lift station was constructed, its remote location was sufficient to not have any potential
impacts to the surrounding community from odor levels that might occur. Although provisions were
made for a future odor scrubber, the operation, maintenance, and replacement cost of the equipment
was avoided by not installing an odor scrubber under the original construction. However, the
preliminary design report recommends that the wetwell exhaust now be directed through an odor
scrubber to mitigate potential impacts to the new housing being constructed adjacent to the site.
The preliminary design report recommends that sound enclosures for outdoor fans be incorporated to
reduce noise levels impacting the adjacent housing tract which is now under construction.
The preliminary design report investigated the condition of the three existing pumps. It was
determined that these pumps, which have been in operation for 9 years, have now reached the end of
their useful life and require replacement as soon as possible.
Finally, the frontage area along Poinsettia Lane was graded during construction of Poinsettia Lane
and driveways were installed to provide access directly from Poinsettia Lane. It is recommended that
the frontage slope that was created by the grading now be landscaped to be compatible with adjacent
housing projects and control erosion.
ENVIRONMENTAL IMPACT:
This project is categorically exempt from the environmental review process under Section 15302(c) of
Title 14 of the California Code of Regulations.

FISCAL IMPACT:
The Engineer's Estimate for the total cost of the Poinsettia Lift Station Improvements is shown in
Table 1.

The CIP budget includes only the cost for the odor and noise control improvements at $266,963.
The current fiscal year 2006-2007 appropriation is $40,000. Additional funds are scheduled to be
appropriated in the CIP for fiscal year 2007-2008 from the Sewer Replacement Fund. Staff is
requesting that the appropriation from the Sewer Replacement fund be increased to $545,000 at
this time to perform final design on the odor scrubber, fan enclosures, pump replacement, and
landscape improvements, and complete this project earlier than originally anticipated because of
the condition of the pumps and the construction of housing adjacent to the lift station. An early
start to this project is requested to maintain the reliability of the lift station, and promote a "good
neighbor" policy by providing a higher level of service to trie community. Sufficient funds are
available in the Sewer Replacement Fund to accommodate the increased cost for the Project.
Options
Staff has considered the issue of increasing the appropriation at this time, and provides the
following options for the Council.
1. Move forward with the design of the Poinsettia Lift Station Improvements, Project No. 3875
and appropriate funds from the Sewer Replacement fund. There are sufficient funds
available in the Sewer Replacement fund.
2. Not move forward with the design of the Poinsettia Lift Station Improvements, Project No.
3875 and not appropriating additional funds from the Sewer Replacement fund. Without the
final design work no modifications to the existing sewage lift station to correct pumping
deficiencies, control of the odor, and reduce the noise to the nearby residents will occur,
and construction also will not be able to proceed. Maintaining the reliability of the lift station
will also be of concern.
Staff is recommending adoption of Option 1.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, AUTHORIZATION TO APPROPRIATE
ADDITIONAL FUNDS FOR POINSETTIA LIFT STATION ODOR AND
4 NOISE ABATEMENT. PROJECT NO. 3875.
5 WHEREAS, the City Council of the City of Carlsbad, California, desires to replace the
6 existing pumps at the existing sewage lift station and install improvements to control the odor
7 and reduce the noise currently produced by the lift station; and
8 WHEREAS, Project No. 3875 was scheduled to occur in fiscal year 2007-2008; and
9 WHEREAS, an early start to this project is being requested to ensure there are no
10 operational problems and to promote "good neighbor" policy and a higher level of service to
11 adjacent residents; and
^2 WHEREAS, the City Council has determined it necessary and in the public interest to
13 move the project forward in the Capital Improvement Program and appropriate funds; and
WHEREAS, additional funds totaling $505,000 are needed at this time to begin this
project prior to fiscal year 2007-2008 for Project No. 3875; and
