RECOMMENDED ACTION:
Adopt Resolution No. 2006-340 appropriating funds in the amount of $150,000 to perform
damage analysis and damage repair at Calle Barcelona Pedestrian Bridge.
ITEM EXPLANATION:
The pedestrian bridge over Calle Barcelona east of El Camino Real was constructed in 1999 by the
developer of La Costa Valley and dedicated to the City. The bridge is exhibiting damage to concrete
caps and stone veneer. The damage includes:
• Cracking of concrete caps on the columns
• A portion of one cap has fallen off of the column
• The stones from the veneer are separating from the structure
• In various locations, the stones have fallen off
• On the west side of the north abutment, a crack in the veneer approximately 1-inch wide is
present along most of the length of the wall, and is beginning to separate from the wall, which
will eventually cause a large portion of the veneer to fall off
Since a pedestrian walkway runs under the bridge parallel to the street, any material, veneer or caps,
falling in that area could impact pedestrians and vehicles.
ENVIRONMENTAL IMPACT:
This project is a Class 2 categorical exemption (replacement or reconstruction of existing structures or
facilities) and is, therefore, exempt from the environmental review process under provisions of the
California Environmental Quality Control Act (CEQA), Section 15302(c).

FISCAL IMPACT:
Staff estimates that the costs for performing damage analysis, preparing documents for bidding, and
performing repairs will be $150,000. Funds are available in the Engineering Department Budget,
Miscellaneous Professional Services Account (001-5711-7490). Funds in the Miscellaneous
Professional Services Account are specifically budgeted to provide for miscellaneous projects.
The account has an annual allocation of $300,000 which, if unexpended, returns to the General Fund
account.
OPTIONS TO CITY COUNCIL
Option 1:
Move forward with the project at this time. This will allow for veneer repair on the pedestrian bridge
and eliminate potential impacts to vehicles and pedestrians crossing under the bridge.
Option 2:
Not move forward with the project at this time. The existing damage to the bridge will remain and
possibly increase over time causing more veneer to separate from the walls.
Staff recommends that the project be implemented and that $150,000 from the Miscellaneous
Professional Services Account be allocated to this project.

RESOLUTION NO. 2006-340
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROPRIATING FUNDS FOR
CALLE BARCELONA PEDESTRIAN BRIDGE REPAIR.
WHEREAS, the City Council has determined it necessary and in the public interest to
appropriate funds for repairs to the Calle Barcelona Pedestrian Bridge; and
WHEREAS, funds in the Miscellaneous Professional Services Account
are available to appropriate.
NOW, THEREFORE, BE
California, as follows:

1 . That the above recitations are true and correct.
2. That the Finance Director is authorized to appropriate $150,000 from the
