RECOMMENDED ACTION:
Adopt Resolution No. 2006-350 accepting the work in accordance with Contract No.
PWS06-25FAC, Furnish and Install Four New Roofs at Multiple City Structures as complete, and
direct the City Clerk to have the Notice of Completion recorded.
ITEM EXPLANATION:
On October 18, 2006, the City Council adopted Resolution No. 2006-105, awarding Contract No.
PKS06-25FAC, to Commercial and Industrial Roofing, Inc., for $97,495 for the replacement of the
roofs at the Arts Office, Fire Station No. 3, Heritage Hall and the Swim Complex.
The construction of the project was completed on time. The roof replacements have been inspected
by staff and are acceptable to the Public Works Manager, General Services.
ENVIRONMENTAL IMPACT:
The approval of a Notice of Completion is a ministerial process and is exempt from the requirements
of CEQA pursuant to Section 15268 of the State CEQA Guidelines.

The total construction cost for this project is $99,095. Change orders for the project totaled $1,600 of
the approved contingency total of $9,750. Change orders included replacement of deteriorated roof
sheeting and replacement and painting of deteriorated wood fascia.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, ACCEPTING THE WORK AS COMPLETE
AND DIRECTING THE RECORDATION OF THE NOTICE OF
4 COMPLETION FOR FURNISH AND INSTALL FOUR NEW ROOFS AT
MULITIPLE CITY STRUCTURES. CONTRACT NO. PWS06-25FAC.
5 WHEREAS, the City Council of the City of Carlsbad has previously appropriated Facilities
6
Capital Outlay Funds to Furnish and Install Four New Roofs at Multiple City structures, hereinafter
7
referred to as the "Project"; and
8
WHEREAS, the City Council has previously awarded a contract for the Project; and
9
WHEREAS, the Project work has been satisfactorily completed; and
10
WHEREAS, a Notice of Completion has been prepared for the Project; and
11
WHEREAS, the City Council hereby finds it necessary, desirable, and in the public interest
12
to accept the completed work to Furnish and Install Four New Roofs at Multiple City Structures.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

California, as follows:

1. That the above recitations are true and correct.

2. That the completed work is hereby accepted and the City Clerk is directed to record

the Notice of Completion and release the bonds for said Project.

Per your request, the following warranty conditions apply to the agreement. The following warranty
conditions apply to the various roofing components.
The Roofing Manufacturer is required to provide a pre-paid two year maintenance agreement to inspect,
clean and repair any minor issues with the newly installed roofs.
The warranty on workmanship and other related materials is 1-year from the Recordation of the Notice of
Completion. This work includes repairs to the fascia, other carpentry related work and miscellaneous
metal products such as roof vents. It would be outside of the normal industry practices to require and
extensive guarantee of the workmanship and other materials discussed that are covered for the first year.
The roofing system is covered by a 40-year manufacturers materials warranty. The City has selected
Tremco as the standard roofing material for our major facilities. As long as the City maintains our roofing
maintenance agreement with Tremco for annual inspections and maintenance, the roofing system is
covered for any failure of the materials or leaks for a period of 40-years.
The manufacturer provided inspection of the system to insure that it was installed per their standards and
C & I Roofing is an authorized contractor to install the specified system.
Please note that this type of warranty is normally reserved for our major facilities. Be advised that smaller
buildings such as restrooms or outbuildings are significantly shorter. In the case of small built up asphalt
membrane (flat) roofs, we specify a 10-year materials warranty. For asphalt shingle (pitched) roofs, we
specify a 15-year materials warranty. We will note Council's concerns and will indicate the warranty period
on future Agenda Bills.

Gang,
The question is, "What guarantees on the roofs did we get?" For example, 20 year or 25 year....
Also, as a reminder we were asked by council previously about guarantees when we do roofs. I don't
remember what we said but one of you probably need to.
