RECOMMENDED ACTION:
Adopt Resolution No. 2006-363 revising the Hourly Salary Schedule.
ITEM EXPLANATION:
Effective January 1, 2007, the State of California's minimum wage will increase to $7.50 per
hour. In reviewing the impacts of the new minimum wage on hourly salaries, staff also
conducted the annual salary survey of hourly positions in comparable local government
agencies to ensure that the City's hourly wage rates were competitive. As a result of these
two factors, a revised hourly salary schedule reflecting both the new minimum wage increase
and recommended market adjustments is being submitted for Council's consideration and
approval. A strikeout version of the recommended salary range increases is attached for
your reference.

BACKGROUND
Governor Schwarzenegger signed AB1835, increasing the California minimum wage from
$6.75 to $7.50 effective January 1, 2007. A second increase contained in the bill will take the
minimum to $8.00 per hour in 2008 and we will resurvey the market prior to making additional
recommendations to modify the hourly salary schedule at that time.
The hourly salary schedule has not been amended since May 2003. Many of the salary
ranges are out of alignment with the local market. Managers in the Library and Recreation
Departments are having more difficulty attracting and retaining quality employees. Hourly
employee salaries continue to rise for entry level workers, where the City is competing
against both private sector companies and other public sector agencies. As a result of
competition for entry level workers, the City is frequently required to offer starting salaries

above the current minimum wage of $6.75. Only 5% of the active hourly employees (28 out
of 543) make less than the new $7.50 minimum wage.
Of the classifications recommended for range changes, sixteen of twenty-six have not had
any range changes since May 2003. Additionally, of those sixteen, Custodian/Grounds Aide
and Library Page have not had the top of their ranges changed since February 2000. The
top of the ranges for Library Clerk and Reference Librarian have not been adjusted since
January 2001. Also, there have been no range adjustments for Administrative Assistant
since February 2000 or Accounting Assistant since January 2001.
The proposed salary range changes will affect the salaries of 228 of the 543 active hourly
employees.
FISCAL IMPACT:
The cost to implement the new salary schedule is $150,000 for fiscal year 2006/2007.
Changes to the hourly salary schedule effective January 1, 2007 were anticipated during the
budgeting process and departments will fund the increases with their existing block budgets.
