X^- CITY MGR. 4^V_> RECOMMENDED ACTION: - , Introduce Ordinance No. NS-825 to establish a prima facie speed limit upon Palomar Oaks Way from Palomar Airport Road to its northerly terminus. ITEM EXPLANATION: Palomar Oaks Way is an industrial street located northerly of Palomar Airport Road in the Airport Business Center industrial park. Constructed about 20 years ago, it is about 0.45 miles in length and terminates 430 feet northerly of Dryden Place. There are no plans for a northerly extension of Palomar Oaks Way from its terminus. The road has one lane in each direction except for the portion south of Wright Place where two southbound lanes are provided. Travel lanes are separated by a solid, double-yellow centerline pavement marking. Palomar Oaks Way carries a daily traffic volume of about 4,800 vehicles and there have been no reported collisions on the roadway in the past two years. Where it intersects Paiomar Airport Road, a traffic signal controls right-of-way assignment for Palomar Oaks Way. At their meeting on November 6, 2006, the Traffic Safety Commission considered the results of the engineering and traffic survey to establish a prima facie speed limit upon Palomar Oaks Way. The Commission recommended, by a 5-0 vote, that a 35 mile per hour prima facie speed limit be established upon Palomar Oaks Way from Palomar Airport Road to its northerly terminus. The current version of the engineering and traffic survey is on file in the office of the City Traffic Engineer. ENVIRONMENTAL IMPACT: The installation of an official traffic control device is a project that is a Class 1 categorical exemption (minor alteration of existing structure or facility) and is, therefore, exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA), - Section 15301 (c). FISCAL IMPACT: Installing two speed limit signs upon Palomar Oaks Way will cost about $500. EXHIBITS: 1. Location Map. 2.
