(^J^ CITY MGR. ~~3£fc>^K \ RECOMMENDED ACTION: Introduce Ordinance No. NS-826 to establish a prima facie 30 mile per hour speed limit upon Tamarack Avenue from College Boulevard (south) to its intersection with College Boulevard (north). ITEM EXPLANATION: Tamarack Avenue located easterly of College Boulevard opened in 2000 and is a two-lane, 40-foot wide "loop" roadway 0.91 miles in length that intersects College Boulevard at two signalized locations. The northerly intersection of Tamarack Avenue at College Boulevard is adjacent to Carlsbad Unified School District property where Calavera Hills Elementary School and Calavera Hills Middle School are both located. Tamarack Avenue functions as a collector street and carries residential and school traffic to College Boulevard, a designated major arterial in the Circulation Element of the General Plan. A traffic count in May 2006 found daily volumes ranging between 818 vehicles and 2,764 vehicles on Tamarack Avenue, which is well within the collector street design criteria of 2,000 to 10,000 vehicles per day to maintain acceptable levels of service at intersections and to be compatible with nearby residential neighborhoods. Tamarack Avenue follows a curvilinear alignment, has roadway grades that vary between 0.50% and 9.39% and has one travel lane in each direction separated by a solid double-yellow centerline pavement marking. School zone signing has been installed on Tamarack Avenue to give notice of the prima facie 25 mile per hour speed limit when school pedestrians are present. At their meeting on November 6, 2006, the Traffic Safety Commission considered the results of the engineering and traffic survey to establish a prima facie speed limit upon the subject portion of Tamarack Avenue. The Commission recommended, by a 5-0 vote, that a 30 mile per hour prima facie speed limit be established upon Tamarack Avenue from College Boulevard (south) to its intersection with College Boulevard (north). ENVIRONMENTAL IMPACT: The installation of an official traffic control device is a project that is a Class 1 categorical exemption (minor alteration of existing structure or facility) and is, therefore, exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA), Section 15301(c).
