"£«V^i ^^>_ \ • •• ' • — -J RECOMMENDED ACTION: Adopt Resolution No. 2007-012 accepting donation from the Friends of Carrillo Ranch, Inc., in the amount of two thousand three hundred ninety five dollars ($2,395) to be applied towards the purchase of a Phillips Heartstart FR2 Public Access Defibrillator (PAD) for Leo Carrillo Ranch Historic Park. ITEM EXPLANATION: The Friends of Carrillo Ranch, Inc. has generously offered to donate $2,395 to be applied towards the purchase of one Phillips Heartstart FR2 PAD machine for Leo Carrillo Ranch Historic Park, provided the City agrees to match the donation in kind with an additional PAD unit to be installed at a second location on the park grounds(Exhibit2). The Friends of Carrillo Ranch, Inc. recently initiated a discussion with staff regarding the fact that there were no PADs installed for use at the Ranch should there be a cardiac emergency, noting that the nearest fire station in Carlsbad was located almost four miles away. The Friends felt strongly that a minimum of two defibrillators would be required due to the size and layout of the park, hilly terrain, advanced age of the majority of visitors, and the ever increasing number of people in attendance at both public and private events that may be held simultaneously at various locations throughout. The four step American Heart Association Chain of Survival for sudden cardiac arrest is: 1) Early 911 access, 2) Early Defibrillation, 3) Early CPR, and 4) Early Advanced Life Support. By accepting this donation from the Friends of Carrillo Ranch, Inc., and appropriating the funds necessary for the purchase of an additional PAD unit, trained staff, volunteers, and good Samaritans will have an additional tool to possibly save a life in the event of a cardiac emergency requiring electrical defibrillation. At their meeting of October 16, 2006 the Parks and Recreation Commission received the donation totaling $2,395 and recommended acceptance by the Council. FISCAL IMPACT: The donation in the amount of $2,395 will be deposited into the Recreation Trust account #149- 4503-5651 upon final acceptance of donation by the City Council. The matching funds to purchase the PAD will be paid for by the Recreation Department's general fund budget allocation.
