ENG ESTABLISH A STOP CONTROL ON WRIGHT PLACE AT ITS INTERSECTION WITH PALOMAR OAKS WAY DEPT. HEAD RT:f/y CITY ATTY. (£^ CITYMGR. ^^L> RECOMMENDED ACTION: Introduce Ordinance No. . Palomar Oaks Way. ITEM EXPLANATION: NS-830 to require stops on Wright Place at its intersection with Wright Place is uncontrolled where it intersects Palomar Oaks Way in a T-intersection configuration and is a low-volume industrial street located in the Airport Business Center northerly of Palomar Airport Road. The daily traffic volume on Palomar Oaks Way northerly of Palomar Airport Road is about 4,800 vehicles per day. Staff received an inquiry regarding the need for right-of-way assignment where Wright Place intersects Palomar Oaks Way. The intersection does not meet warrants to establish an all-way stop. A traffic study was conducted to determine if the safe approach speed for drivers on Wright Place approaching Palomar Oaks Way was less than 10 miles per hour. The 10 mile per hour safe approach speed distance allows a driver on Wright Place to view approaching vehicles on Palomar Oaks Way and then slow or stop to avoid a conflict with vehicles on Palomar Oaks Way. If the safe approach speed is less than 10 miles per hour, placement of a stop sign on Wright Place could be considered at its intersection with Palomar Oaks Way. Results of the field study determined that the lower roadway elevation of Palomar Oaks Way south of the intersection, in combination with slope and grading on the southeast corner of the intersection, reduced the sight distance available to a driver on Wright Place to view northbound approaching vehicles on Palomar Oaks Way. The available clear approach sight triangle distance to view northbound vehicles on Palomar Oaks Way is less than the minimum distance required for the 10 mile per hour approach speed of a vehicle on Wright Place. Consequently, vehicle conflicts in the intersection may be minimized by installing a stop sign on the stem of this T-intersection, which would be Wright Place. The Traffic Safety Commission reviewed this matter at their meeting of December 4, 2006. By a 4-0 vote, the Commission recommended that a stop sign be installed on Wright Place at its intersection with Palomar Oaks Way. In the past, a stop sign was installed on Camino Vida Roble at its intersection with Palomar Oaks Way. This location is also included in the attached ordinance. FOR CITY CLERKS USE ONLY. NS-830 2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF 3 CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.28 OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE 4 STOPS ON WRIGHT PLACE AT ITS INTERSECTION WITH PALOMAR OAKS WAY. 5 The City Council of the City of Carlsbad, California, hereby ordains as follows: 6 SECTION 1: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended 7 by the addition of Section 10.28.870 to read as follows: o "10.28.870 Palomar Oaks Way. Drivers shall stop where the following described streets intersect Palomar Oaks Way: Camino Vida Roble Wright Place."
