RECOMMENDED ACTION:
Introduce Ordinance No. NS-831
Road from Poinsettia Lane to its intersection with El Camino Real.
ITEM EXPLANATION:
Cassia Road is an east-west oriented two-lane roadway that functions as a collector road. It is
one-half mile in length and intersects Poinsettia Lane on the west and El Camino Real on the east.
Regulatory signs prohibiting on-street parking have previously been installed on most of Cassia Road.
Currently, on-street parallel parking is not allowed on either side of Cassia Road except on the
westerly portion of the south side of Cassia Road located easterly of Poinsettia Lane for a distance of
about 0.35 miles, as shown on Exhibit 1.
On December 19, 2006, the City Council held a public hearing to consider approval of Poinsettia
Place, a 90-unit condominium project located adjacent to the south side of Cassia Road. At the
hearing, concerns were expressed by nearby residents regarding vehicles legally parked on the south
side of Cassia Road and future construction vehicle parking.
The City Council approved the condominium project and determined that the existing on-street
parking on the westerly portion of the south side of Cassia Road should be removed for the following
reasons:
pedestrian, bicycle, and vehicle safety concerns
on-street storage of inoperable vehicles
vandalism of parked vehicles
trash from occupants of the parked vehicles being strewn adjacent to the roadway
excessive noise from occupants of the parked vehicles and vehicle alarm systems
Removal of the existing parking on the westerly portion of the south side of Cassia Road will result in
on-street parking not being available on either side of Cassia Road between Poinsettia Lane and
El Camino Real.
The parking prohibition on the south side of Cassia Road to be implemented with this ordinance will
continue in effect until the missing gap of Poinsettia Lane between Cassia Road and El Camino Real
is constructed and opened to traffic. The missing gap, referred to as Reach "E" of Poinsettia Lane,
will be constructed in the future by a private developer. The date for construction to begin is unknown
as the developer must first secure approvals and permits for the proposed future housing
development, which is conceptual at this time.
At the time that Poinsettia Lane Reach "E" is opened to traffic, the parking prohibition on the westerly
0.35 mile segment of the south side of Cassia Road automatically expires unless the parking
prohibition is extended by action of the City Council.

ENVIRONMENTAL IMPACT:
The installation of an official traffic control device is a project that is a Class 1 categorical exemption
(minor alteration of existing structure or facility) and is, therefore, exempt from the environmental
review process under the provisions of the California Environmental Quality Act (CEQA),
Section 15301(c).
FISCAL IMPACT:
Installing eight No Parking Anytime signs upon Cassia Road will cost about $1,000.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.40,
OF THE CARLSBAD MUNICIPAL CODE BY THE AMENDMENT OF
4 SECTION 10.40.128 TO DECLARE A NO PARKING ZONE ON
EACH SIDE OF CASSIA ROAD FROM POINSETTIA LANE TO ITS
5 INTERSECTION WITH EL CAMINO REAL.
6 The City Council of the City of Carlsbad, California, hereby ordains as follows:
7 SECTION 1: That Title 10, Chapter 10.40 of the Carlsbad Municipal Code is amended
8 by the revision of 10.40.128 to read as follows:
"10.40.128 Parking Restricted on Cassia Road.
There will be no parking on each side of Cassia Road from Poinsettia
Lane to its intersection with El Camino Real."
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption; and
12 the City Clerk shall certify the adoption of this ordinance and cause it to be published at least once in
13 a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its adoption.
14 This ordinance continues in effect until Poinsettia Lane Reach "E" is constructed and opened
to traffic and it then automatically expires unless action is taken by the City Council to extend the
parking prohibition.17 ///
