RECOMMENDED ACTION:
Adopt Resolution No. 2007-037 . appointing one member to the Design Review Board.
ITEM EXPLANATION:
The composition of the Design Review Board, in accordance with Chapter 2.26 of the
Carlsbad Municipal code, consists of: Two (2) Planning Commissioners, one (1) Village
Redevelopment Area property owner, one (1) Village Redevelopment Area Business Owner,
and one (1) general member. All members of the Design Review Board must also be
residents of the City of Carlsbad.
The term of Courtney Heineman, as a member of the Planning Commission, ended in
November, 2006, when a replacement was appointed. Therefore, Mr. Heineman is no
longer eligible to serve on the Design Review Board as a Planning Commission
representative. One appointment is needed to represent the Planning Commissioner
category for a term expiring in October 2009.
The Planning Commission, at its meeting of February 7, 2007, recommended that Mr. Frank
Whitton be appointed to fill the remainder of Mr. Heineman's term on the Design Review
Board.
Current members of the Design Review Board are: Julie Baker, Darren Hamilton, Tony
Lawson, and Mike Schumacher.
NOTE: Members of the Design Review Board are subject to the provisions of the
Political Reform Act, and must file a Statement of Economic Interests.

OF CARLSBAD, CALIFORNIA, APPOINTING ONE

WHEREAS, the need exists to appoint a member of the Planning Commission to
5 fill the remainder of the term of Courtney Heineman, which expires in October 2009; and

WHEREAS, the Planning Commission has recommended that Mr. Frank Whitton
7
be appointed to fill the term; and

9 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
11 1. That the above recitations are true and correct.
12 2. That the following person is hereby appointed as a representative in the
Planning Commission Member category for a term expiring in October 2009:
