RECOMMENDED ACTION: City Council adopt Resolution No. 2007-038 accepting the FY 05 Department of Homeland Security Buffer Zone Program Grant and appropriating funds to purchase and install buffer zone equipment at the two Buffer Zone Program sites in Carlsbad designated by the Governor's Office of Homeland Security. ITEM EXPLANATION: The US Department of Homeland Security developed the Buffer Zone Program to significantly enhance the protection around critical infrastructure and key resource sites in the nation and to deter threats or incidents of terrorism aimed at those facilities. The Governor's Office of Homeland Security and the Department of Homeland Security, Office of State and Local Government Coordination and Preparedness approved funding under the FY 05 Buffer Zone Program for 22 Buffer Zone Program sites within San Diego County. The San Diego County Board of Supervisors authorized the County of San Diego Office of Emergency Services to accept and administer the Buffer Zone Program funding for the region. Two of the approved sites are within the City of Carlsbad. The two designated sites are Plaza Camino Real Westfield Shopping Town and Legoland California. Vulnerability reduction plans were developed for each site and Vulnerability Reduction Purchasing Plans were submitted and have been approved by the Department of Homeland Security. The vulnerability reduction equipment approved for purchase for each site includes wireless IP video surveillance systems at each location. FISCAL IMPACT: The cost of the project is estimated to be $99,697. A total of $94,575 will be funded through reimbursement from the Office of Homeland Security. The remaining balance of $5,392 will be funded from existing appropriations within the police department. Maintenance costs are estimated at up to $8,000 during 07-08 and $23,000 in subsequent years and will be budgeted. ENVIRONMENTAL IMPACT: None EXHIBITS: 1. That the Finance Director is authorized to appropriate $94,575 for the purchase of Buffer Zone Program equipment.
