RECOMMENDED ACTION:
To receive eight minute presentations from each Carlsbad citizen applying to fill the unexpired
term of Council Member Sigafoose.
ITEM EXPLANATION:
On Tuesday, February 27, 2007 the Carlsbad City Council accepted Council Member Norine
Sigafoose's letter of resignation from her position on the Carlsbad City Council effective March
13,2007.
The council concurred to receive applications (Exhibit 1) until 5:00 p.m. March 5, 2007 from all
citizens interested in serving the remainder of the vacated Council term. Council will allow each
candidate a maximum of eight minutes at the March 6, 2007 City Council Meeting to present
their qualifications and interest in serving on the Carlsbad City Council.

The California Coastal Coalition (CalCoast)
CalCoast is a non-profit advocacy group comprised of 35 coastal cities; five
counties; AMBAG, BEACON, SANDAG and SCAG; along with business
associations and allied groups committed to restoring California's shoreline
and watersheds through sand replenishment, increasing the flow of natural
sediment, wetlands recovery and improved water quality.
CalCoast is a member of the Public Advisory Committee of the Southern
California Wetlands Recovery Project (WRP) [http://www.scwrp.org], a
partnership of public agencies working cooperatively to acquire, restore, and
enhance coastal wetlands and watersheds between Point Conception and the
International border with Mexico.
CalCoast is also a member of the Coastal Sediment Management Workgroup
(CSMW) [http://dbw.ca.gov/csmw/csmwhome.htm], formed in 2000 by the
California Resources Agency and the U.S. Army Corps of Engineers to
facilitate regional approaches to protecting, enhancing and restoring
California's coastal beaches and watersheds through federal, state and local
cooperative efforts. The organization is also a member of the California Sea
Grant's Public Advisory Committee.
CalCoast has sponsored or supported legislation, budget requests and bond
measures (Propositions 12, 13, 40, 50 and 84) that have raised billions of
dollars in state and federal funding for beaches, wetlands, clean water and
parks. In 1999, the organization sponsored the California Public Beach
Restoration Act (AB 64-Ducheny), which created the state's first fund for
beach nourishment projects.
CalCoast was the sponsor of SB 658 (Kuehl 2005) and AB 2838 (Pavley),
which would have created a permanent source of funding for coastal projects
and studies, but both bills were vetoed. This year, in addition to making sure
the state budget contains funding for clean water, wetlands restoration and
beach maintenance, CalCoast is working with our government members and
NGO's in Sacramento to introduce legislation that will create funding for
coastal cities and counties to deal with marine debris and litter.

well-versed in the issues through frequent exchanges with both leaders and citizens.
Currently publisher and editorial director of a weekly entertainment business magazine,

Additional information or comments:
I have been an observer and chronicler of Carlsbad for nearly 13 years, and have gathered
what I consider a comprehensive body of knowledge about the city and, most
importantly, about residents' wants and needs, through regular and constant interaction
with the community in my capacity of a journalist regularly writing about North County.
I believe the current Carlsbad city government has done an admirable job of managing
growth in the city and now must look ahead to the days when the city is built up and we
have to strive to maintain and improve the quality of life. I believe extremism of any
fashion is not good—the no-growthers refuse to accept reality, while the pendulum could
just as easily swing too far in the other direction, as well. Take a look at Calavera Hills,
Rancho Carillo and Bressi Ranch, and you can see that Carlsbad has done a
commendable job managing growth and making sure the necessary parks and schools are
built so that the quality of life actually has improved. With buildup looming we now need
to shift focus away from growth and toward making our city even more livable and
desirable. We need to actively promote and develop hiking and walking trails, preserve
our open space, improve our parks and other public areas and keep careful watch on
potential problem areas, big and small—many of which have come to my attention
through interaction with residents. Among them: improving the intersections of Chestnut
with El Camino Real and Lancer/Monroe, near the high school; speeding along
construction of a new high school to alleviate overcrowding at Carlsbad High; keeping a
careful eye on the Barrio to preserve the neighborhood's existing character while at the
same time allowing and even encouraging development as long as it is consistent with the
neighborhood (no huge condo complexes, maybe some enticement for residents and
property owners to improve existing bungalows and cottages); making our beachfront
more attractive (cracking down on dog owners who don't clean up after the pets has
recently surfaced as a big concern among several people who routinely walk on the
sidewalk overlooking the beach along Carlsbad Boulevard); and figuring out a plan to
make the downtown business district even more pedestrian friendly, particularly along
the old highway.

Mayor Lewis and Members of the Carlsbad City Council,
Thank you for considering me for appointment to our City Council.
My diverse experience, combined with my love for our city and our
residents, make me an excellent choice for City Council. I'm 48 years old;
old enough to have extensive life's experiences and young enough to bring
energy and longevity to the position. My only agenda is to make the best
decisions for the future of our city as a productive member of our cohesive
city council.
I began my leadership experience in junior high. I was elected to the Student
Council in seventh and eighth grade at Grant Junior High in Escondido. I
was a recipient of the Optimist Club's leadership award. I maintained honor
roll grades while serving on the Student Council and working a paper route.
I received the Paper Boy of the Year award, which included a $500 college
scholarship.
During my years in High School I worked as a manager of a fast food
restaurant then a manager of a stereo store in Escondido. Soon after
graduation I became a small business owner, opening my own retail stereo
store in Escondido. I spent two years in business before entering the police
academy in 1979.
At age twenty I was sworn-in as the youngest Officer ever to be hired at
Imperial Beach Police. My career led me to the Sheriffs department where I
worked as an accident investigator and a SWAT Team member. I received
the Deputy of the Year recognition and American Legion Heroism Award.
Twenty years ago I was fortunate enough to come to work in Carlsbad.
Within a year I moved to Carlsbad with my pregnant wife. Shortly thereafter
my grandmother, parents, and my sister and her family became Carlsbad
residents. My daughter attended school in Carlsbad since pre-school and is
now preparing to graduate from Carlsbad High.
During the past twenty years my family and I became immersed in the city.
As a police officer I have had opportunity to meet city employees, business
owners, and residents. I have had the unique opportunity to interact with our
community in both their moments of need as well as times of celebration
when we solve issues as a police-community partnership.
I pride myself as a problem-solver. In the Supervisor of the Year
nomination, submitted and signed by all nineteen of the employees who I
supervise, they described my personal traits as "... an uncanny ability to
turn even a negative situation or perceived problem into a positive learning
experience for all those involved." They also stated that "Employees are
confident in his ability to lead in stressful situations, and employees are just
as confident in his compassionate character as well as genuine concern for
their welfare, both personal and professional."
I am active in community activities and am currently the president of a
charitable foundation. I have participated in many fundraising activities
including, Carlsbad's Boys and Girls Clubs, YMCA, Make-A-Wish, and
Trauma Intervention.
I understand business. I have been a small business owner; I own residential
and commercial rental property, and I am a General Partner of a $30M
partnership. I pride myself as a fiscal conservative who also supports some
social programs.
If given this opportunity I will retire from the police department. I believe in
my work as an officer so I will volunteer as a reserve officer. I'm financially
secure and able to accept this responsibility without any financial hardship.
My wife and daughter both understand the time commitment associated with
council service and they both support me. I look forward to representing our
city on SANDAG and other regional committees.

EDUCATION:
I graduated from Stanford University with Departmental Honors and University Distinction
(B.A., International Relations, 1982), and earned my law degree from the University of Virginia School
of Law in 1987.
In June 2006,1 received a Professional Certificate in Urban Planning and Development from the
University of California - San Diego: Extension. The certificate program provides technical tools and a
legal framework for understanding financing, land-use, development, and environmental planning.
Required courses include Fundamentals of City Planning, Urban Planning and Development Law, and
Environmental Planning and Site Analysis. Over the course of the 21-month program, I wrote several
term papers on topics related to Carlsbad, namely: (1) Housing Production in the City of Carlsbad: A
Study of Supply and Demand, (2) Habitat Management Plan for Natural Communities in the City of
Carlsbad: An Analysis of Impact on Site Development, and (3) The Carlsbad Strawberry Fields: A Study
of Competing Plans for the Cannon Road Area.
I have been a member of the California State Bar since 1998 and regularly attend Continuing
Legal Education programs on topics relevant to my practice area, such as landlord-tenant law and
property management. In order to enhance my understanding of affordable housing projects, I plan to
attend a half-day seminar on Financing Affordable Housing in June 2007. I consider myself a "continual
learner" and enjoy acquiring and applying new knowledge and skills.
EXPERIENCE:
I have almost twenty years of experience as a practicing attorney representing established and
early-stage public and private companies. My areas of expertise include domestic and international
commercial transactions, licensing and protection of intellectual property, litigation, labor and
employment, antitrust and general corporate. I served as General Counsel for Astec America, Inc, a
division of Emerson Electric based in Carlsbad, and have held senior-level corporate legal positions at
various other companies. I began my career with a Top 100 law firm in Richmond, Virginia.
Currently, I work out of my home on a part-time, project basis for a technology company in San
Diego while I continue to develop and build my own law practice specializing in landlord-tenant law,
commercial leasing and real property transactions. I am also a licensed Real Estate Broker although not
actively engaged in the purchase and sale of real estate.

COMMUNITY ACTIVITIES:
I participated in the Winter 2005 session of the Carlsbad Citizens' Academy. In August 2005,1
was appointed to the Carlsbad Housing Commission. In addition, I have served on the City's Community
Development Block Grant (CDBG)/HOME Advisory Board for the past two years (2006-2007). I am
also active in the local bar, currently serving as Vice Chair of the Environmental Law and Land Use
Section of the San Diego County Bar Association.
ADDITIONAL INFORMATION OR COMMENTS:
I have lived in Carlsbad since 1998 and do not currently own property in the City. I have enjoyed
serving on City Boards and Commissions and am familiar with City operations and personnel. My
experience with the City to date, coupled with my legal background and training, would enable me to hit
the ground running and quickly get up-to-speed on matters coming before the Council. Moreover, I have
specialized knowledge in the fields of urban planning, land use and environmental law which I could
apply to some of the City's Top 15 Projects, including reviewing redevelopment standards in the
downtown Village area, developing a planning vision for the Westfield Mall, and implementing the
Habitat Management Plan.
I am well-situated to carry out the duties and responsibilities of a Carlsbad City Council Member.
Having worked for many years as a corporate in-house attorney, I am now successfully self-employed
with a flexible, part-time schedule. I realize that effective service to the City would require a big
commitment of time and energy; I am fully prepared to make that commitment. I would bring
enthusiasm, diligence, discretion, independence and a fresh perspective to the job.
I really love Carlsbad and believe we have something special here. I fully support and agree with
the Council's Five-Year Vision of Carlsbad as a city that manages its environment proactively, maintains
city-wide "small town" community spirit, and promotes a safe and efficient integrated transportation
system. Achieving some of these goals requires regional cooperation and partnership. As part of my
duties, I would gladly participate in organizations that foster collaboration with other cities. At all times,
my goal would be to act in the best interests of the City of Carlsbad.

Patrick L. Connolly is an attorney and a retired Special Agent (SA) with the FBI.
Prior to entry into the FBI in 1980, he served as a local Prosecutor in Howard County,
Maryland. As an FBI SA, he has served tours of duty in Baltimore, Maryland;
Washington, D.C., San Diego, California, and at Guantanamo Bay, Cuba. His
investigative/supervisory experience involved all investigative FBI programs to include
Violent Crime, Organized Crime/Drugs, White Collar Crime, Public Corruption,
Environmental Crime, Civil Rights, and International/Domestic Terrorism. Many of these
cases involved long term investigations utilizing sophisticated investigative techniques
targeting significant criminal enterprises. His past assignments have included tours as an
FBI Congressional Representative on Capitol Hill in Washington, D.C., and as an FBI
S A Attorney responsible for advising FBI management and field Divisions on a variety
of legal issues with an emphasis on Electronic Surveillance and Sensitive/Undercover
Operations. He was trained as an FBI Hostage Negotiator/Crisis Intervention Specialist,
Police Instructor, and Crisis Management Coordinator. As an FBI Supervisory Special
Agent, he formed the first FBI Alien Smuggling/Human Trafficking Task Force in San
Diego; built/oversaw the FBI's North County Resident Agency in Carlsbad, California;
served as the San Diego Division's Crisis Management Coordinator and Hostage
Negotiation/Crisis Intervention Team Leader; and coordinated the FBI San Diego's Joint
Terrorism Task Force (JTTF). His assignment as Senior Supervisory Special Agent of
the NCRA required a thorough knowledge of, and extensive liaison with, the
communities and officials in areas for which he had responsibility, including Carlsbad.
He retired from the FBI in August, 2003 and is currently a Professor/Lead Instructor,
Administration of Justice (AT), MiraCosta College, Oceanside, California, responsible for
the AJ program while also teaching several courses to include Introduction to the
Administration of Justice, Criminal Law, Criminal Procedure, and Terrorism and
Homeland Security. As an FBI instructor/attorney and as a Professor of Criminal Justice,
he has provided instructions/presentations to U.S. intelligence/law enforcement agencies,
local community /business groups, and representatives of foreign military, diplomatic, and
law enforcement agencies. Topics include FBI Operations, White Collar Crime,
Constitutional Law, Interview and Interrogation, Criminal/National Security Law,
Terrorism, Homeland Security, Crisis Management, Crisis Negotiation/Intervention,
Patriot Act, etc. He has been a consultant for the California Commission on Peace officer
Standards and Training (POST); and has been designated as an Expert Consultant by the
U.S. National Institute of Justice in the areas of Criminal Justice, Terrorism, Homeland
Security, Transnational Crime, and Crisis Management.
He has served on the Boards of Directors for both of the Carlsbad communities in
which he has lived, currently serving as the President of the Village by the Sea
Community Association. He has also been recently named as a member of the Carlsbad
Unified School District's Proposition P Oversight Committee.
He is married to an elementary school teacher currently teaching in the Encinitas
Union School District and the father of two college-graduates. Both children attended
public elementary, junior high, and high schools in the Carlsbad/Encinitas area. One
graduated from San Diego State with a degree in International Business and the other
graduated with a degree in Psychology and is currently enrolled in a California teaching
credential program.

EDUCATION:
I have a B.A. (with honors) In English and French Literature from Iranian Women's College.
After relocating to the United State, I continued my education first at MiraCosta College and then at
Palomar College. During my time at Palomar College, my writing ability was noticed and the college
newspaper offered me a monthly column. It was one of the most popular columns and the students as
well as the faculty members responded to it with great enthusiasm.
After Palomar College I entered San Diego State to continue my education in Journalism, but soon was
attracted to Philosophy and worked toward a Masters Degree in Philosophy. Because of my excellent
academic performance I was honored and received recognition as a member of Phi Kappa Phi. Since
opening our business I have attended many classes and seminars on leadership, management, plan-
ning, budgeting, marketing and the art of negotiation.
EXPERIENCE:
I was a journalist, reporter and writer in Iran for over 10 years. My first stories were published while I
was still a high school student. Soon after graduating high school, I began working as a full time journal-
ist, while continuing my college education. I ended my journalism career as the assistant Editor to one
of the most popular weekly publications in Iran. My duties included writing one short story per week,
reviewing and editing all submitted material for publication from all of our writers and reporters, training
the first female high school reporting team, making decisions on the design of the magazine as well as
the topics to be covered. With the same spirit of service that has guided my life since childhood, I cre-
ated many programs to help disadvantaged youth of the country. Among them were the abused women
who were housed in public facilities with no program to educate, train and prepare them to stand on
their own feet and enter the society again. . My articles regarding these young women created much
needed attention to their plight and soon afterwards the government and many private businesses cre-
ated classes and donated time and money to train these women to support themselves. After moving
to California in 1979, I worked as a real estate agent for a few years prior to returning to school. At the
end of 1990 My husband and I started our own business as a franchisee of PIP Printing. The franchise
business was designed as a mom-and-pop business, with the wife handling the front counter and the
husband running the press. This was not what we had in mind. From the beginning we charted a totally
different course. We hired the necessary staff and actively marketed our business. It was a new busi-
ness and we needed to introduce it to the community. Along with other responsibilities, I took charge
of the marketing and worked hard to increase our visibility and our revenue. I'm proud to say that
we have been very successful. From the first day income of 50 Cents, we have become a financially
sound corporation. In 2003 we decided to continued as an independent business under the name of
Carlsbad Digital Services (CDS Printing.) Over the past 17 years I have been involved in all aspects of
our business from hiring, firing and training new employees to budgeting, planning and marketing. We
have built a very successful small business through our hard work and careful use of our resources. I
have extensive experience in conflict management, scheduling, chairing meetings and developing and
nurturing cooperation.
COMMUNITY ACTIVITIES:
Since 1991, I have been an active member of the Carlsbad Chamber of Commerce. I chaired and co-
chaired the Chamber's Education Committee for 6 years and helped develop The Chamber's Educa-
tional Foundation. Through my efforts the Chamber was able to secure a grant from Community Televi-
sion to broadcast our students and teachers' award programs. I was the Chairman of the Board in the
year 2000. In addition I have served on the Board of Directors for Casa De Amparo, I have been the
Chairman of the Board for Aviara Community Fund, raising money for Womens' Resource Center, Kids
are Worth a Million, The Injured Marine Semper Fi Fund, the Boys and Girls Clubs of Carlsbad. I am a
member of the High Noon Rotary ( will serve on the Board starting July 2007) and Paul Harris Founda-
tion. At the present time I am a commissioner on the Planning Commission. The detailed account of my

ADDITIONAL INFORMATION OR COMMENTS:
I am a graduate of the Citizens' Academy. I agree with the Council's emphasis that all applicants must go
through the Citizens' Academy to understand the workings of the City. I believe the City staff will testify
for my enthusiasm and constant questions.
How do I feel about living in the United States of America? Grateful and excited. In 1979 my husband
and I lost everything we owned. But above all I lost my country and for a time I lost touch with my mother,
father and my siblings. I have to admit that for the first couple of years, I felt I was living in a daze, not
quite understanding how is it possible that a person can lose his or her country and not be welcomed any
longer by virtue of being married to someone from another country. But this loss gradually became an
understanding of what my new country was offering me. Today, I have all of the members of my immedi-
ate family around me. We've made a life for ourselves and we love it. I use all my business resources to
contribute to this community.

What are we doing to keep their experience new and fresh?
•Carlsbad is a very attractive place to live due to its location, climate, the “feel” of the City, and the excellent services provided by our public agencies•Demand increases cost•Inevitably, Carlsbad will not be affordable for all economic groups – think La Jolla/ Coronado vs. Escondido/Temecula•Should we consider offering police and fire employees a Cost of Living subsidy so they can be close at hand in case of emergency?

WINDS AND RIVER & OCEAN FLOODING..
STATE PRISONERS THAT HAD BEEN USED EXCLUSIVELY FOR STATE HIGHWAY MAINTENANCE
CLEAN UPS, WERE EXPERIMENTELY USED FOR BEACH AND STORM DAMAGE CLEAN-UP..
HUNDREDS OF THOUSANDS OF DOLLARS WERE SAVED BY USING PRISON WORKERS FOR THE
MAJOR PART OF THE CLEAN UP PROGRAM. THE USE OF STATE PRISONERS WAS A GREAT

COMING FROM A SMALLER CITY GOVERNMENT HAS IT'S PLUS'S
IN 2O YEARS I HAVE GAINED A HUGE AMOUNT OF HANDS ON
EXPERIENCE ON JUST ABOUT EVERY FUNCTION THAT A CITY
ADMINISTRATION FACES. I PERSONILY DIRECTED OR WAS
PRINCIPAL OVERSIGHT PERSON FOR MANY OF THE PROPOSALS,
INITIATIVES & COMMITTEES THAT ARE OF UTMOST IMPORTANCE
TO CITY GOVERNMENT.
WHILE I HAD AN INCREDIBLE AND KNOWLEDGEABLE STAFF IT DID
NOT COMPARE TO CARLSBAD, BUT THAT WAS GOOD, FOR ME,
BECAUSE I GAINED AN INCREDIBLE AMOUNT OF KNOWLEDGE.
STANDING BACK AND LOOKING AT IT ALL.
SIZE DOES NOT MATTER!!
CITY COUNCIL'S TRIALS, TRIBULATIONS AND CHALLENGES ARE
EXACTLY THE SAME, BIG OR SMALL.
WHILE I UNDERSTAND THERE ARE DIFFERENCES IN LAW AND
PROCEDURE, I SEE AN EASY TRANSITION FOR ONE LIKE MYSELF, TO
THE COUNCIL POSITION.
BUT, I WILL BRING A FRESH LOOK TO THE COUNCIL,
KNOWLEDGEABLE AND EXCITED ABOUT MAKING A DIFFERENCE!
MAYBE, EVEN SOMEONE THAT DOES NOT NEED TO KNOW SOME OF
THE PROBLEMS OF THE PAST BUT JUST MOVE ON
ENTHUSIASTICALLY

THE FUTURE PLANS OF THE WESTFIELD MALL ARE OF GREAT
INTEREST TO ME SINCE MOST OF MY ADULT LIFE, PROFESSIONALY,

PROSPEROUS MALLS IN THE COUNTRY.
IN FACT SOME OF THEM WERE IN WESTFIELD MALLS IN THE

FOR THE COUNCIL AND I CAN CERTAINLY HELP MOVE THAT ONE
ALONG WITH SPEARHEADING TWO BEACH RENOURISHMENT
PROGRAMS WITH THE ARMY CORP IN PAST ACCOMPLISHMENTS.
IT WILL ALWAYS BE A NECESSARY AND ONGOING PROCESS FOR A
CITY THAT RELIES ON GOOD BEACHES FOR A SUCH A HUGE
AMOUNT OF THEIR REVENUES AND TOURIST BUSINESS.
OF COURSE THERE ARE MANY VISIONS THAT I SEE IN THE CITY AS
LARGE AND DIVERSE AS IT IS..
THE REDEVELOPMENT OF THE DOWNTOWN AREA,...THE PLANS FOR
ALGA NORTE PARK,..THECOMPLETION OF THE STREET LINKS TO
OTHER TOWNS ARE ALL VERY IMPORTANT TO THE COUNCIL AND I'M
GLAD THAT THERE ARE 4 COUNCIL MEMBERS AND A VERY LARGE,
QUALIFIED, STAFF OF GREAT PEOPLE TO SHARE IT WITH.
AND FINALLY AND OF COURSE THE MOST IMPORTANT
RESPONSIBILITY A COUNCIL PERSON ENCOUNTERS IS THE
FINANCIAL HEALTH OF THE CITY.
TOP PRIORITY...MAIN JOB OF A COUNCIL MEMBER, WORKING WITH
THE CITY MANAGER AND OTHER CITY OFFICIALS IN PREPARING
FORECASTS AND BALANCING THE CITY BUDGET..
AND MIGHT I ADD, NOT AN EASY TASK FOR SUCH A GROWTH

THEY ARE OPENED.

My wife, Colleen, and I have been residents of Carlsbad since 1987. We have enjoyed a
fantastic 21 year marriage and currently have a 10 year old son named Logan. We have traveled
the world and have had the opportunity to live anywhere we desire and we have always chosen
Carlsbad. I was urged to apply for the open Council seat by several colleagues. After careful
consideration, I realized that I would be a valuable addition to an already excellent group. I come
with a clean slate and no hidden agenda.
My desire is to give back to a community that has given so much to me and my family.
Toward that end, I commit to investing my most precious commodity, my time, to serving
Carlsbad residents. I am willing to devote whatever time and effort necessary to become fully
informed on all issues that come before the Council. My past developed skills of attention to

Gentlepersons:
I will noi be able to attend the Council Meeting on March 6, 2006, to address the Mayor
and the Council and present my case for why I should be appointed to fill the remainder
of the term of Council Member No reen Sigafoose. I reali/e lhat my not appearing before
you (his evening will diminish my chances of being appointed. However. T am a Director
for the County Central Committee and must make a report and recommendation this
evening at a meeting that was scheduled before the resignation of Council Member
Sigafoose. I hope that 1 might have the opportunity to present my qualifications in person,
should the interview proceedings be extended to a future Council meeting due 10 the
prodigious number of applicants.
What, from my knowledge, training and experience, qualifies me to serve on the Carlsbad
City Council? Three and a half decades in the practice of law, litigating cases involving
asbestos, legal malpractice, product design and manufacturing. This was training under
fire, dealing with complex issues and their resolution. The cases demanded extensive
study and preparation in order to represent my clients' interests. My approach was much
the same as that which distinguished the service of Council Member Sigafoose.
As a principal in a law lirm, F gained the perspective of a business owner. 1 would draw
upon this experience in dealing with issues such as the redevelopment of Carlsbad
Village. My service on various bench/bar committees over the years - to deal with case
backlogs, trial delay reduction, and complaints of judicial misconduct - afforded
invaluable training in the development of solutions to deal with complex problems within
budgetary limitations.
One of the committees 1 served on in the Sacramento Superior Courts developed an
alternative dispute resolution process. 1'his process enabled the court to deal with
mounting case loads by allowing members of the bar to act as pro tcm judges and
arbitrators to resolve cases without trial by jury. When I ceased my role as litigator in
2000,1 chose to build on the foundation of my years of experience in alternative dispute
resolution by returning to the classroom. The training that I've undertaken in conflict
resolution since then, at Fcppcrdinc University and Loyola Law School, among others.
has provided a skill set well suited to dealing with the complex issues and personalilies
involved in municipal governance.
Service as a board member and officer of the 454-home San Pacifico CO A has provided
an opportunity to learn about issues that alTecl the lives of Carlsbad eiti/.ens. Tt has also
given me the opportunity to interact with you - the Mayor and Council members. Our
interaction involved advocating for installation of stop signs to reduce the risk of injury to
the children and elderly members of our community while crossing Avcnida Eneinas,
which runs through our community. 1 also presented the concerns of our community on
the proposed development of the Ponto Beach area. As the hearings have demonstrated,
this redevelopment project involves complex environmental and qu<iH(y-oC-)He issues.
Development of the remaining stretch of undeveloped Carlsbad beach Iron I is complicated
by its proximity to Batiquitos Lagoon, which is a local natural treasure.
Because the City of Carlsbad is in an idyllic setting, it has attracted an influx of new
citi/.cns who must be housed and afforded infrastructure to support a quality of life
consistent with the beauty of our community. This means providing schools for the
education of our children and dealing with the needs of elderly and disadvantaged people.
1 have served on the City of Carlsbad Community Block Grant Committee, and have
joined in the difficult task of spreading too little funding Lo meet Loo great a need. There
must be more done to relieve the harsh conditions under which many less advantaged
people live in our community. Deeding effectively with the problems of homclcssncss,
child and spousal abuse, substance abuse and hunger in this era of limited revenue
sources requires creative and innovative approaches. History shows that the problems are
likely to continue and, therefore, must be dealt wilh by applying more than just token
solutions. A related issue, affordable housing, will likely continue to challenge the City.
Since the citizens of Carlsbad have an ever-expanding number of streets mat must be
swept and a growing amount of trash that must be collected, the number of people needed
to perform those tasks will increase and those people need housing. Meeting this
challenge will be an ongoing task for the Council.
As a fiscal conservative, 1 found much to admire in the position taken by Council
Member Sigafoosc with regard to the new golf course. While i cannot state that 1 would
have reached the same conclusion she did, I can unequivocally state that my approach in
preparing to cast my vote would have been virtually the same.
These are daunting and difficult challenges that will continue to confront the Council. T
believe that my knowledge, training and experience have given me the skill set to (ill the
role of Noreen Sigtilbo.se. T twk for your consideration of my application, even though I
will not be able to appear before you this evening, and 1 reiterate my request to address
you in person at a future dale.

representative and owned "Chit Chat Clothing," a line of junior apparel. Rodman
Productions, the family-owned event planning business, is in its second year of operation.
She was elected to the Carlsbad Unified School District Board of Trustees in November
2002, and re-elected November 2006, to a term that runs through 2010. She was
President of the School Board November 2005 - November 2006. During her tenure on
the Board, she was responsible for the successful passage of Proposition P, a $198
million school bond that will upgrade facilities and build new schools. The first magnet
elementary school was established in 2006. She along with her colleagues hired a new
superintendent in 2004.
COMMUNITY ACTIVITIES: Ms. Rodman has been a community advocate in the city
of Carlsbad since 1996. Recognizing the need for an additional swim complex to serve
the youth and community, she was instrumental in obtaining the approval and voter
support in 2002. She anticipates the success of this commitment in 2008.
Ms. Rodman began as a classroom volunteer and served on numerous executive boards in
schools and the community of Carlsbad. She has also trained in the District's "Lion's
Quest" and Steven Covey's "The Seven Habits" programs. In the spring of 2006, she
received her certification in the California School Boards Association's "Master in
Governance" program. Ms. Rodman graduated from the Carlsbad Chamber of

Key Community Accomplishments:
My first community leadership activity in Carlsbad was to chair a community task force
to improve traffic and safety issues at Aviara Oaks Elementary and Middle schools. I appointed
a 15-member panel of key stakeholders and community members to make comprehensive
recommendations to mitigate problems. I sought and received funding from Carlsbad Unified
School District and City of Carlsbad to implement School Board-approved solutions.
I was appointed by Carlsbad Unified School District Board to serve a three-year term on
the Citizens' Bond Oversight Committee for the $26.5 million bond measure passed by voters.
As Chairperson of the Board for the Carlsbad Chamber of Commerce, I instituted the
Unity in Community theme, that is still used today. The concept was for the Chamber to reach
out to all organizations in Carlsbad to build a stronger community. The process put senior
representatives from City of Carlsbad, Carlsbad Unified School District, Carlsbad Convention
and Visitors Bureau, Camp Pendleton, North County Transit District, Carlsbad's Barrio and Cal
State University - San Marcos on the Chamber Board as ex-officio members. I also created the
Village Enhancement Task Force and the Armed Services Task Force to focus Chamber
resources on building economic prosperity in Downtown and creating business ties for Chamber
members with the United States Marine Corps, respectively. As Chair of the Chamber's
Building Fund Task Force, I headed efforts to meet funding goals to support construction of the
Chamber's current headquarters. I also presided over the Chamber during a year of significant
transition, with the hiring and orientation of a new President and CEO.
I participated in both sessions of the City of Carlsbad's Connecting Community, Place
and Spirit workshops.
As Los Angeles Junior Chamber of Commerce (LAJCC) president, I headed the Nissan
Los Angeles Open, the largest civic-sponsored golf event on the PGA Tour and the first $1
Million Open. In this role I also oversaw, the Los Angeles Area Special Olympics, Hugh
O'Brian Youth Organization and LA-Watts Summer Games. I also had the unique opportunity
to lead two different trade delegations promoting conducting business in the US to five Asian
nations: as president of the LAJCC to Seoul, Tokyo, Hong Kong and four cities in the People's
Republic of China; and as staff director of the WTC-SD to Taiwan.
In my various roles, I have worked closely with city, county, state and federal lawmakers
in Los Angeles, San Diego and Carlsbad and have promoted business and community issues in
Sacramento and Washington.
Additional Information or Comments:
Three qualities make me a strong candidate to consider for this appointment to the Council:
1. I have lived in Carlsbad for 11 l/2 years. I am a business person who works near my
home and am an active and long-term member of a number of organizations whose
purpose is to enhance the quality of life for all. My wife, Laura, is a locally employed
realtor and our two children, Kate, 15, and Robert, 12, live at home. I have been honored
to participate actively for eight years as a key decision maker on planning the future of
this community. As the parent of young children, I am committed to long-term residency
in this community. I live in the southwest quadrant of the city, an area that, to my
knowledge, has never had Council representation. While all Council members represent
all residents in this community, the Council does have an opportunity to consider a

candidate from the southwest quadrant. In summation, my appointment to the Council
would add diversity to the governing board of the city by putting on a business person
who is not self employed, a candidate who has a long-term commitment to serving on the
Council, who has younger children living at home and who lives in the southwest
quadrant.
2. As a candidate, I offer the Council the opportunity to appoint someone who has extensive
experience, training and overview of city governance and community issues. The City
has invested eight years in educating me on planning and land use issues. I have
dedicated eight years to learning not only these processes, but participating in the
decision-making process. I am keenly aware of the role of the decision-maker verses the
role of City management and staff. The Council and Senior City Staff have had eight
years to view my performance in this area, and to know how I have handled situations
where potential conflicts between roles could have occurred, but did not. Additionally, I
have institutional history through my years on the Planning Commission that is a
valuable asset for the organization. Knowing our past allows us to plan effectively for
the future. As such, the lead time to come up to speed on current issues and council
protocol would be considerably less than other potential candidates. In other words, I
could transition quickly to the role of Council Member. As a Planning Commissioner, I
have demonstrated experience making critical land use planning decisions, always
balancing personal community impacts with the long-term benefit of the City as a whole.
I am not averse to making these tough decisions.
3. Through my vision and leadership, I could immediately tackle a number of the key issues
and Council priorities facing the City today. With my demonstrated abilities as a
consensus builder, I could provide the Council with opportunities to find community
solutions for the Cannon Corridor, provide the Council with another vote to support a
community-based plan to economically revitalize the Village and to effectively mitigate
and manage the issues sure to come with regard to infill development in the community,
including those issues surrounding Ponto Beach. I have built good relationships with
area elected officials in surrounding communities as well as county, state and federal
offices that would reflect positively for Carlsbad.
In summary, my strongest qualities include long-range visioning, problem solving and creative
thinking. I am a quick study and an excellent consensus builder. My experience and background
in public affairs and marketing would bring a valuable perspective to the Council. I would be
honored to continue serving this community as member of the City Council. I have the support
of my family, my employer, and many colleagues throughout the community.

Carlsbad's key strengths has been its ability to manage the
financial aspects of the city while providing both contingency

Member, Board of Directors for the Elite Service-Disabled Veteran-Owned Business
Network, a newly formed National organization to assist Small Disabled Veteran Owned
Businesses and prepare the way for those who recently became disabled due to armed
conflict in the Middle East and may wish to start a business at some point in the future.

Enterprise (DVBE) Network - involvement:
• Established, through coordination with the Union Bank of California, a
statewide Service-Disabled Veteran-Owned Business Financing (loan)

million dollar sole source contract with the Department of Defense.
• Assisted two DVBE firms, used by a private sector corporation to capture

• Assisted in S.D. Elite DVBE Network develop and sponsor the first
DVBE National Convention held in the United States.

I am here to strongly urge you to amend the decision of last
week not to elect this seat until 2008.
As an avid student of American political history, I have
learned, it's all about elections. To select an interim
candidate solely until this fall, preferably a person who
will not seek re-election (and reading the biographies of the
candidates, I know there's at least one) seems entirely
reasonable.
Candidates for office in this country come before the
people.
In the private and public sector, many times someone is
selected to be acting director, but to deny the public the
opportunity to select their candidate - not yours - is a
perversion of the American political process, which has
served us amazingly well.
The reason you predominantly gave for not holding an
election this fall was the issue that it would cost too much.
Your reasoning is completely bogus. Of course elections
cost money; that's the price we pay.
Certainly, what we have here is an unusual situation, but
things happen. And I refuse to acknowledge - and
remember, I attended your budget finance workshop - that
the Carlsbad budget cannot handle an unusual situation.

When a natural disaster happens - and it will - are you
going to tell us the budget cannot accommodate repairing
the reservoir?
Historically, the public has had little success in overcoming
long incumbency in this city, one reason being, that as city
council none of you generally get elected with any majority
vote.
Furthermore, you and other city councils have expanded
your sphere of influence to many regional boards and
commissions, which should have been independently
elected years ago. This would open up many more
opportunities for the public to participate.
Therefore, any candidate you select through this murky,
rushed process will certainly generate feelings that your
selection shows favoritism and is not transparent.
