ITEM EXPLANATION:
2007-052 approving plans and specifications, appropriating funds, and
advertise for bids for the 2007 Pavement Overlay, Project No.
The City's Pavement Management Program divides the City into seven maintenance zones.
Each year a different zone is targeted for pavement rehabilitation. The roads in that zone are
examined for signs of aging and deterioration. The roads which are in the worst condition are selected
for repairs and pavement overlay in order to extend the life of the roadway, and to provide safe and
smooth circulation.
This year's zone is located in central Carlsbad, south of Palomar Airport Road and north of
Aviara Parkway and Alga Road. The roads in this zone were examined by the Streets Department and
the Engineering Department to determine their condition and best method of rehabilitation.
Approximately 1 .47 million square feet of roads were identified in this zone as needing pavement
overlay. A list of those street segments is attached as Exhibit 2.
In addition to the roads identified in this year's maintenance zone, the Streets Department has also
identified another 1 .05 million square feet of roadway, outside of this year's zone, which are in need of
immediate rehabilitation. Of the 12 additional road segments, 9 are residential or collector streets in
the northwest quadrant of the City, which is not scheduled for rehabilitation until 2013. The remaining
three road segments are major arterials: El Camino Real from Chestnut to Carlsbad Village Drive,
El Camino Real from I-78 to Marron Road, and College Boulevard from Faraday Avenue to El Camino
Real. The Streets and Engineering Departments are in agreement that these additional roads need to
be overlaid now to prevent further deterioration. If this work is deferred, then potholes will form and
eventually the entire road section will need to be reconstructed at great cost to the City.
As a result of these additional streets, the 2007 Pavement Overlay Project exceeds the budgeted
amount as shown in the Fiscal Impact section below. However, looking ahead to next year's
maintenance zone, it appears likely that the costs of the pavement management projects will be within
the budgeted amount for the Program.
ENVIRONMENTAL IMPACT:
This project is categorically exempt from the environmental review process under Section 15301
Class 1 (c) of the Public Resources Code (California Environmental Quality Act).

The Pavement Management Program consists of one pavement overlay project and one slurry seal
project per calendar year. Currently there is $2.89 million budgeted in TransNet Local Funds and
Non-Jurisdictional Fees for pavement projects this year. Additionally, due to cost savings from last
years' pavement management projects, there is approximately $50,000 currently appropriated to the
Gas Tax-funded portion of the pavement management project. Therefore, there is currently
$2,940,000 available for the 2007 calendar year pavement management projects. However, the 2007
calendar year pavement management projects are estimated to cost $5,860,000 due to the streets
that were added to the scope of work. In order to fund the 2007 calendar year pavement projects
discussed above, staff recommends appropriating an additional $2,920,000 from the Gas Tax Fund to
the Pavement Management Program. Sufficient monies are available in the Gas Tax Fund.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS, APPROPRIATING FUNDS, AND
4 AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS
FOR THE CONSTRUCTION OF THE 2007 PAVEMENT
5 OVERLAY. PROJECT NO. 3667-15/6001-12.
6 WHEREAS, the City Council of the City of Carlsbad, California, has determined it
7 necessary, desirable, and in the public interest to overlay selected streets in accordance with the
8 City's ongoing Pavement Management Program; and
9 WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
10 equipment, transportation, and other expenses necessary or incidental to the 2007 Pavement
11 Overlay, Project No. 3667-15/6001-12, have been prepared and are on file in the Public Works-
12 Engineering Department of the City of Carlsbad and are incorporated herein by reference; and
13 WHEREAS, the current Pavement Management Program funds are inadequate to

WHEREAS, sufficient funds are available in the Gas Tax fund for appropriating

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:

1. That the above recitations are true and correct.

2. That the Finance Director is hereby authorized to appropriate $2,920,000 to the

Pavement Management Program from the Gas Tax fund.

3. That the plans, specifications, and contract documents for the 2007 Pavement

Overlay, Project No. 3667-15/6001-12, on file in the Public Works-Engineering Department of the
23
City of Carlsbad are hereby approved.
24 4. The City Clerk of the City of Carlsbad is hereby authorized and directed to
25 publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of
9fi the 2007 Pavement Overlay, Project No. 3667-15/6001-12, in accordance with the plans,
