Property Owner: The Environmental Trust (in bankruptcy).
The property is currently being offered to Wildlife Agencies through
bankruptcy settlement.
Property Background: The property was the site of a Brodiaea filifolia
preservation and transplantation as mitigation for the adjacent mobile
home park development. The Environmental Trust was retained to
perform preserve management on the property but has since gone
bankrupt. Brodiaea filifolia is a Federally Threatened and State
Endangered species and is listed as a Narrow Endemic species in the
North County Multiple Habitat Conservation Plan (MHCP).
The site is noted in the MHCP, HMP, and Biological Opinion as a critical
population for the narrow endemic species. As such, preservation and
management of the site in perpetuity is necessary for the City to maintain
coverage of the species and be allowed to issue Incidental Take Permits
for Brodiaea.
Funding:
No direct property acquisition costs due to the bankruptcy status.
There is a small amount of the original endowment remaining from the
bankruptcy settlement. Additional management funds could be
available through Wildlife Agency grants and/or programs.

Description of Property:
Contains narrow endemics, etc: 24 points
Site specific biological surveys show a population of Brodiaea filifolia, a
narrow endemic species on several locations within the site.
Provides connectivity of biological/wildlife corridors
While the non-native grassland and southern maritime chaparral on site
may provide stepping stones for bird movement, the site is not located within the
wildlife or biological corridors identified in the HMP or MHCP.
Serves both habitat and trail linkage purposes
The site does provide for habitat preservation but is not located on or near
any Citywide Trail System alignment.
Provides for trails or trail linkages
The site is not located on or near any Citywide Trail System alignment.
Contains native habitat 20 points
According to the City Vegetation Map, the site contains southern mixed
chaparral native habitat.
Meets multiple priorities of the OSCRMP
The property contains open space for plants and animals but does not
substantially provide for any other priority open space types listed in the
OSCRMP.

No site specific surveys have been conducted and previous surveys
recorded by the San Diego Natural History Museum noted no archeological
resources in the immediate area.
Provides connectivity of scenic or other open spaces
Preservation of the property would not increase connectivity of open
spaces since the property is almost surrounded by existing development.
Enhances water quality
The property is not located within a drainage system or near a wetland,
therefore no enhancement of water quality would occur due to its preservation.

The property has been previously maintained by a conservation entity and
does not require any habitat enhancement to provide biological value.

Hello Mike!
I'll be out of town this Friday, so won't be able to attend the meeting.
However, I'd like to go on record as an advocate of preserving, enhancing, and maintaining El Salto
water falls and the Buena Vista Creek Valley, and for establishing a trail linkage between Hidden Canyon
park and El Salto.

Subject: open space
Hi,
I do a lot of hiking in our area but, as a 30-year resident, I am saddened by the loss of open land. Our
chapparal is precious, as it only exists in a relatively tiny portion of the world. When it's gone, that's it!
WHat can be done to save these few remaining acres? I encourage you to follow the recomendations of
the Open Space Citizen's Committee .

Subject: Support for the Open Space Citizen's Committee
Dear Honorable Mayor and City Councilmembers,
I am contacting you with the hope that you will support the hard work
of the Open Space Citizen's Committee.
San Diego County has reached a crisis stage - we can no longer ignore
the long-term impacts of uncontrolled growth and poor planning done
at the behest of developer profits. Collectively, all cities within
San Diego County, and the County itself, have not been successful in
maintaining quality of life issues for County residents, and this
projectile will only become more exacerbated over time.
This is why our existing open spaces and outdoor activity
opportunities become more precious every year. In the past, entire
hillsides disappeared in a single fiscal quarter. The prime locations
for housing were developed decades ago. All that is left are the
steeper slopes and river valleys. We need to turn our housing and
development focus back into the land that has already been developed,
and put a development moratorium on currently undeveloped land. This
undeveloped land must be allowed to fully function in order to
maintain the ecosystem which provides the oxygen that we breathe.
The Open Space Citizen's Committee provides a vital tool for ensuring
the quality of human life here. Please support their efforts.

I am a concerned citizen of San Diego. I am writing to you today because I am alarmed at the amount of
destruction going on in our communities. Many of the current and proposed building projects are a waste
of resources as well as damaging our open spaces. With the theart of global climate change now number
one on the list of desasters that can devistate human kind and the Earth as a whole we need to be more
responsible then ever with the resources we have. We do not need any more golf course but more wild
spaces. Spaces that the wildlife can use as well as humans. San Diego has some of the most diverse
wildlife in California and they balance an already shakey ecosystem. If they disappear so with the reason
many people live here. Don't allow SD to become another LA.

As a long time resident of this city, I urge you to preserve our open spaces
as natural areas that can be used for walking, hiking and biking. This does
not include a broader definition of open space that includes man-made sites
like golf courses. The city has done too little, in my opinion, to preserve

balconies) as possible. It is rapidly disappearing and can never be renewed for simple joy in its beauty or

The City must take a leadership role in accomplishing this effort, which was voted to be a top priority
by the citizens of Carlsbad. Unfortunately, to date, this has not been a priority of the City, which has

Subject: Preservin open space
Mayor Lewis and the City Council:
Carlsbad is becoming a large city, and greater density is planned for the downtown area. Therefore, it is
imperative that as much open space is preserved as possible. People need to be able to get away from
traffic, congestion, and day to day frustrations by walking in a natural environment. The over health of
people is improved when they walk and enjoy the beauty of the countryside. Open space cannot be
duplicated when the natural environment is destroyed. Some land must be left to future generations. In
the long run it is cost effective. More people will want to visit Carlsbad if it is a peaceful community. Most
of all the residents will enjoy living here. At the community meeting I attended at Hope Elementary some
time ago open space was high on everyone's list of priorities.

Dear Mayor and City Council,
Please continue to everything you can to preserve open space in Carlsbad. This is a wonderful city, but
has gone through an explosion of growth over the last 5 years. Please put an end to it. Believe it or not,
the people who live here are "tuckered-out" with this excessive building, traffic, and congestion. I live and
own 2 homes in the city, and I'm actually at a point in my life where i'm thinking relocation is in order. It
saddens me to thing this, because the city was such a treasure, but it's quickly slipping away to another
un-original growth locale.
