HEAD CITY ATTY. CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 2007-066 accepting the Volunteer Program Annual Report. ITEM EXPLANATION: Volunteers for the City of Carlsbad gave 52,697 hours of service to expand and enhance City services during fiscal year 2005/06. They were active in every Major Service Area with: • 20,027 hours spent assisting the Recreation Department in a variety of ways including special events, the Senior Center and the Trails system • 15,139 hours assisting the Police and Fire Departments with numerous hours both in- station and in the field by the Senior Volunteer Patrol and • 14,235 hours assisting the Library system with their on-going services like Homework Zone and Storytime, as well as the additional work of tagging the entire library collection. FISCAL IMPACT: The Independent Sector, a non-profit organization that tracks volunteer contributions, sets a value on the volunteer hour. That value is estimated to be $21.06/hour for California for fiscal year 2005/06. Thus, volunteers donated $1,109,798 worth of service to the community. To calculate the costs of securing volunteer services, the Community Volunteer Coordinator designed a new tool called the Cost Calculator. This spreadsheet allows staff to plug in training costs, recognition costs, etc. Staff costs totaled $274,824 for the last fiscal year. The Return on Investment for the Volunteer Program during FY 2005-06 was approximately four dollars for every dollar invested. ENVIRONMENTAL IMPACT This activity is not a project and is therefore not subject to State CEQA pursuant to State CEQA Guidelines Section 15060(c)(2). That's over a million dollars of donated services to the City of Carlsbad. Volunteer Recruitment • We recruit 48% of our volunteers through a variety of Internet resources. Our volunteer opportunities are listed on - www. MyVolunteerPage. com/Carlsbad - www.Californiavolunteers.org - www.NetworkforGood.org - www.VolunteerMatch.org and local college and high school Web sites. Volunteer Satisfaction • When surveyed, 92% of our volunteers rated their volunteer experience as "Good" or "Excellent." Return on Investment • For the last fiscal year, the volunteer program had a 403.8% rate of return on the City's investment. Highlights from the Heart Compassion Served Home meal deliverer Penny Corbit took the usual midday meal to one of our homebound residents. When she realized the need was greater, she returned with bags of groceries to stock a nearly empty refrigerator. She continues to call, give rides to the store and provide special service to that homebound resident. Criminals Caught Dale Dennis, Volunteer of the Year for the Senior Volunteer Patrol, has a sixth sense about suspicious vehicles. On three different occasions, he decided to run the license plates on vehicles that have turned out to be stolen. Wall Built Eagle Scout projects provide an amazing cost savings for the City of Carlsbad. Bid out in the normal process, the retaining wall at Hidden Canyon Park would have cost the City at least $30,000. Michael Kenton and his fellow Scouts built it at a cost of only $13,000. Service Improved In the libraries, 100 volunteers donated 948 hours of their time to help complete the daunting task of putting a security tag on every one of the 330,000 items in the Carlsbad library collection. The tags will allow patrons to check out books more quickly.
