RECOMMENDED ACTION:
City Council adopt Resolution No. 2007-094 accepting the 2007 Citizens Option for Public Safety
(COPS) funds and appropriating the funds and interest to various police department programs.
ITEM EXPLANATION:
The State of California Citizens Option for Public Safety (COPS) Grant provides supplemental
funding for local law enforcement. The law requires that the funds be placed in a Supplemental
Law Enforcement Services Fund (SLESF). It provides that those funds only be spent to provide
"front line police services" and must supplement and not supplant existing funding for front line
police services. Examples of front-line services include anti-gang efforts, crime prevention,
juvenile justice programs, overtime which will produce more officer time on the street, and civilian
positions which free up officer time to spend on the streets.
Carlsbad's 2007 allocation based on population is $191,926. The department proposes that
these funds be used to continue funding one police corporal within the Community Policing
Division, as well as the addition of a community services officer II for the Field Operations
Division. Both of these positions comply with the grant requirements.
If this grant is no longer available in the future the department expects to absorb the positions
through attrition or re-examine the positions through the budget process.
FISCAL IMPACT:
Salary and benefits for a police corporal ($118,000) and community services officer II ($74,000)
total $192,000 and will be fully funded through the Citizens Option for Public Safety (COPS)
Grant.
ENVIRONMENTAL IMPACT:
None

WHEREAS, the State of California Citizens Option for Public Safety (COPS)

Grant provides supplemental funding for local law enforcement; and8
9 WHEREAS, the police department has identified the continued funding of one
10 police corporal and the addition of one community services officer that comply with the
11 requirements of the grant;
12 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
13 Carlsbad, California, as follows:
14 1. That the above recitations are true and correct.

2. That the Police Chief or his designee is authorized to execute all appropriate
16
agreements with the State of California for the Citizens Option for Public
17
Safety (COPS) Grant.
