RECOMMENDED ACTION:
Adopt Resolution No.2007-122 appointing one member to the Carlsbad Tourism
Business Improvement District Advisory Board (CTBID)
ITEM EXPLANATION:
Francis Kauhaahaa has resigned from the Carlsbad Tourism Business Improvement District
Advisory Board (CTBID) leaving an unexpired term. Mr. Kauhaahaa was originally appointed
in November, 2005. The term expires in November, 2009.
The Carlsbad Tourism Business Improvement District Advisory Board was established by
the City Council in November, 2005. The purpose of the Advisory Board is to make
recommendations to the City Council regarding expenditures for the programs and
activities of the CTBID, to make recommendations to the City Council regarding the
annual budget of the CTBID, and to provide end of year financial reports of CTBID
operations as required by the City Council.
Those appointed as members of the Carlsbad Tourism Business Improvement Advisory
Board of Directors must be assesses of the District.
Other members of the Carlsbad Tourism Business Improvement District Advisory Board
(CTBID) are: April Shute, Robert Cima, Timothy Stripe, Bill Canepa, Barbara Howard-
Jones, and Ted Vallas.

Reform Act, and must file a Statement of Economic Interests.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPOINTING ONE MEMBER TO
CARLSBAD TOURISM BUSINESS IMPROVEMENT DISTRICT
WHEREAS, Francis Kauhaahaa, whose term expires in November 2009, has resigned
from the Carlsbad Tourism Business Improvement District Board; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
1. That the above recitations are true and correct.
2. That the following person is hereby appointed to serve as a member of the
Carlsbad Tourism Business Improvement District Advisory Board for a term which expires in
November, 2009:

I am sorry to inform you that as of March 31, 2007 I will no longer be the General
Manager of the Holiday Inn Carlsbad. I have assumed a new position with my corporate
office that will base myself within 15 minutes from my home in Yorba Linda. I would
like to thank you for allowing me to be part of the process of tourism to the city of
Carlsbad as an hotelier. In my short two-year term here in Carlsbad I have enjoyed year
over year success in the current state of tourism that has been mapped out well before my
appointment as General Manager to the Holiday Inn Carlsbad.
The appointment to the BID committee to the city of Carlsbad was an honor to be part of
the economic future of tourism. The BID Board members crossed many brands,
ownerships and size of hotels to represent the mix of hoteliers here in Carlsbad.
The teamwork that this board exercised during my term should have proved to all that our
interest was not just for our own hotels but for the tourism business in the city of
Carlsbad. The process of funding of tourism programs here in our city was not been as
quick as many have voiced in the community but as a board member it was always about
the vision to plan a stable and structured future for tourism and its hotel partners here in
the city of Carlsbad.
The current plan that the BID Board has adopted will forge that future for many years far
beyond the view of many that share a vision of a short-term goal to repair a long-term
decision within our city.
As per the BID committee structure the seat that I will vacant belongs to the Holiday Inn
Carlsbad a two-year term and will seated by the new General Manager of the Holiday Inn
Carlsbad Mr. Hector Becerra.
Again thank you for the opportunity to serve the city of Carlsbad and good luck to each
and everyone of you in the future.

My name is Kimberly Akers and I am the general manager for the West Inn & Suites,
Carlsbad's newest boutique hotel. I am also a resident of Carlsbad and want you know
that I absolutely love this community with all my heart. This is where I have chosen to
live and to continue my professional career in hospitality.
I am aware of the current vacancy on the Carlsbad Tourism Business Improvement
District and would like for you to consider my immediate interest in filling this vacancy.
You may be interesting in knowing that I have attended several meetings of the CTBID
and continue to follow the board's deliberations. I believe there are many exciting
opportunities that lie ahead for the CTBID and I am especially happy to see that board
members have made a decision to move ahead with both surveying and a positioning
study for Carlsbad.
Prior to accepting the offer to manage the West Inn & Suites, I worked for more than five
years at the Glorietta Bay Inn as that property's general manager. During this time, and
under my leadership, our team achieved much notable recognition, some, of which, I
have listed below.

My predecessor, Francis Kauhaahaa the previous General Manager for the Holiday Inn Carlsbad
by the Sea recommended that I fulfill the obligation of his term. Please accept this letter as my
intent for consideration for the current seat on the CTBID Board. Please note that I have been a
previous board member on the Palm Springs Hospitality Committee, the Palm Springs Tourism
Board as well as the Indio Tourism Board.
