DEPT. 19,018 6/12/07 PW TITLE: APPROVAL OF USED OIL BLOCK GRANT APPLICATION AND APPROPRIATION OF FUNDS DEPT. HD. (^ t&7CITY ATTY. H2^ CITY MGR. A^> RECOMMENDED ACTION: Adopt Resolution No. 2007-126 approving the City of Carlsbad's application to the California Integrated Waste Management Board (CIWMB) Used Oil Block Grant Program and authorizing the Public Works Director or designee (Public Works Manager, Administration and Environmental Programs) as signature authority for all related grant documents, i.e., correspondence and reports and appropriation of funds. ITEM EXPLANATION: The California Oil Recycling Enhancement Act authorizes the collection of four cents for every quart of lubrication oil sold, transferred, or imported into California. A portion of these funds is available to local governments in the form of non-competitive block grants for establishing used oil collection programs, designed to encourage recycling used oil. The annual grant award to Carlsbad for this cycle of the Used Oil Block Grant Program will be $25,622. These funds are to cover eligible expenses for the term from July 1, 2007 through June 30, 2010. These grant funds will be expended on a reimbursement basis to eliminate the interest-tracking requirement for advanced payments. With the City Council's approval, the current (2007-2010) block grant is slated to address continued public education, enhance the quality and quantity of the permanent collection facilities available to residents, and identify new activities that can strengthen the level of services provided to the City's residents. Staff used previous block grant funds from the California Integrated Waste Management Board to develop an outreach campaign, strengthen the infrastructure of current collection facilities, and purchase storm drain markings. Staff recommends the approval of the California Integrated Waste Management Board Used Oil Grant application for the term 2007-2010 for funds to be expended on a reimbursement basis. ENVIRONMENTAL REVIEW: The approval of the Used Oil Grant application is exempt from the requirements of CEQA pursuant to Section 15268 of the State CEQA Guidelines. FISCAL IMPACT: Per the reimbursement requirements of the Used Oil Grant program, funds must be expended prior to reimbursement. Therefore, staff is requesting the appropriation of funds from the Solid Waste fund in advance of reimbursement from the State. EXHIBITS: 1. Used Oil Block Grant application. 2.
