City staff is requesting approval from the City Council to rename a portion of Hidden Valley
Road to The Crossings Drive. The segment that would be renamed is approximately 2,000 feet
of Hidden Valley Road located north of Palomar Airport Road. The street name change is
requested to assist with project identity as well as advertising and marketing opportunities for
the City's golf course. Due to environmental constraints, a monument sign is not allowed on the
corner of Hidden Valley Road and Palomar Airport Road. Without a visible and easily
recognizable entry sign, the formal entrance to the golf course and clubhouse is not readily
noticeable from either eastbound or westbound traffic on Palomar Airport Road. The strong
potential exists for confusion and many unnecessary vehicular trips along Palomar Airport Road
and College Boulevard as vehicles search for the project's entrance which is located off the
northern terminus of Hidden Valley Road. Changing the street name to "The Crossings Drive"
and installing new illuminated sign blades on the traffic signals at the Palomar Airport Road and
Hidden Valley Road intersection will greatly improve identification and reduce confusion to
patrons, visitors, and service providers.
The street name change will also enhance advertising and marketing opportunities. There is an
added prominence and attractiveness to the project by the street name change that enhances
its marketability to local and traveling guests as well as potential corporate group users. The
ability to attract large group events is a key component of the operator's marketing efforts.
Addressing all advertising and marketing information from "The Crossings Drive" is viewed by
the golf course operator as adding prominence to the project within the City as an interesting
and attractive location to visit and utilize the facilities.

The proposed street name change conforms to all requirements of the City Council's Street
Naming and Addressing Policy No. 20, based on the following:
1. The name "The Crossings Drive" does not conflict with other street names in the City.
2. The Police and Fire Departments have stated that, provided their emergency response
maps and databases are updated, no emergency response concerns exist with the
proposed street name changes.
3. The proposed street name change does not exceed 16 letters and spaces, which is the
maximum established in Policy No. 20.
An additional consideration is that the only location that will be affected by the street name
change will be the golf course clubhouse since the current address is 5800 Hidden Valley
Road.
FISCAL IMPACT:
Since the proposed street name change is City initiated, the City will bear the cost of $2,500.00
to fabricate and install the new street name signs.
ENVIRONMENTAL IMPACT:
The renaming of streets is exempt from environmental review pursuant to Section 15301(g) -
Existing Facility - of the State CEQA Guidelines. A Notice of Exemption will be filed upon final
project determination.

Response to the City Manager's question
LEGOLAND and Grand Pacfic Resorts are the only two adjacent property owners
to the section of roadway that is the subject of the street name change.
Both property owners have been contacted.
Grand Pacific Resorts has provided a verbal response to John Cahill indicating
they are not opposed to the street name change.
LEGOLAND has provided an e-mail response which is attached indicating that
they are okay with the street name change.
The item does not require a public hearing.

We would be OK with that name change. Will result in some issues changing driving directions on printed
materials etc, but should not be anything major.

John: The City is in the process of a street name change of Hidden Valley Rd to The Crossings Drive. This will
be for the portion north of Palomar Airport Rd only. We are asking if this will cause any concern for the present
users of Hidden Valley Rd. The name change is intended to provide better visibility for the new golf course as
well as directional info to access the golf course.
