Jk RECOMMENDED ACTION: Receive presentation and consider request from Imagine Carlsbad. ITEM EXPLANATION: The City Council provides an opportunity for citizens and organizations to have an item placed on a City Council Agenda by submitting a letter to the City Manager. Attached is a letter (Exhibit 1), From Hope Wrisley, a member of Imagine Carlsbad, who has requested that the City Council consider providing In-Kind support in an amount not-to-exceed One Thousand Dollars ($1,000) for a proposed Community Picnic Day. Imagine Carlsbad is a citizen-based organization that has been in existence for the past two years. In an effort to increase the level of community spirit, Imagine Carlsbad is proposing that September 16, 2007 serve as a Citywide Picnic Day where residents would attend one of four parks (one located in each quadrant). The event would be scheduled to be held from 11 AM to 3 PM and would be free of charge. The parks that are being considered for use are Pine, Hidden Canyon, Poinsettia, and Stagecoach. Based on projected attendance and impacts, city staff has determined that this event would not require a Special Event Permit. FISCAL IMPACT: Imagine Carlsbad is requesting that the City Council donate in-kind services and/or fees in the amount of $750 for the Park Rental Fees. We spent the first year determining the first two parts of the equation and now we want to work on the last part-how we can help to make Carlsbad even more cohesive and keep our small town spirit in the wake of so much growth. We would like our first project in this regard to be a city-wide picnic; really "Connecting Community, Place and Spirit" in a tangible way. It is our idea to have the picnic in four parks (Pine, Calavera, Poinsettia and Stagecoach) all on the same day. Suggested dates are September 9 and 16. Everyone would bring their own picnic and we would have old- fashioned picnic games (three-legged races, egg tosses, tug-of-war, etc.). We would hope to keep it simple for the first year at least as we test the waters. Imagine Carlsbad would like the imprimatur of the City Council, of course, and, since we have no treasury, we need to ask for a waiver of fees, etc. Therefore, could we have a place on the agenda very soon so that we can make a presentation of our ideas and aims? Time is of the essence as Carlsbad Magazine has volunteered to be our media sponsor and in order to make the deadline for an ad in the July issue, we will need to get copy to them very soon.
