ENG AUTHORIZATION TO ADVERTISE BIDS FOR POINSETTIA SEWER LIFT STATION UPGRADE, PROJECT NO. 3875 DEPT. HEAD CITY ATTY. CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 2007-136 authorizing the City Clerk to advertise bids for the Poinsettia Sewer Lift Station Upgrade, Project No. 3875. ITEM EXPLANATION: The Poinsettia Lift Station was constructed in 1998 and is located on Poinsettia Lane, east of Alicante Road. The Poinsettia Lift Station is a major wastewater facility in the City with the capacity to pump up to 3 million gallons of wastewater per day from three major developments referred to as Carrillo Ranch, Bressi Ranch, and Villages of La Costa. As part of Engineering and Operations on-going facility assessments, a complete review of the Poinsettia Lift Station was made. In Agenda Bill No. 18,801 on November, 14, 2006, findings from a Preliminary Design Report prepared for the lift station were presented to Council recommending three primary improvements which are summarized below: • Replace the three existing pumps with new pumps. It was determined that these pumps have now reached the end of their useful life and require replacement as soon as possible. In addition to pumping wastewater, which contains grit, sand, stringy material and solids, these pumps have the highest discharge pressure of all City lift stations approaching 250 feet total dynamic head. This pressure requires high rotational speeds to pump the wastewater resulting in significant radial thrust. This force places a high load-carrying capacity on shafts and bearings, with wear occurring in bearings, seals, shaft sleeves and wearing rings. • Install an odor control system to reduce any potential impacts to the surrounding community from odor levels that might occur. At the time the lift station was constructed, its remote location was sufficient to not have any potential impacts to the surrounding community from odor levels that might occur. Although provisions were made for a future odor scrubber, the operation, maintenance, and replacement cost of the equipment was avoided by not installing an odor scrubber under the original construction. However, the Preliminary Design Report recommends that the wet well exhaust now be directed through an odor scrubber to mitigate potential impacts to housing being constructed adjacent to the site. • Install noise abatement modjfications and equipment. Sound enclosures for outdoor fans will be incorporated to reduce noise levels impacting adjacent housing. Contract documents and plans have been prepared for the project incorporating the above requirements and are on file in the Public Works/Engineering office. ENVIRONMENTAL IMPACT: This project is categorically exempt from the environmental review process under Section 15302(c) of Title 14 of the California Code of Regulations. FOR CITY CLERKS USE ONLY. Sufficient funds are available from the Sewer Replacement fund. Staff recommends approving the plans and specifications and authorizing the City Clerk to advertise for bids for the Poinsettia Sewer Lift Station Upgrade, Project No. 3875. EXHIBITS: 1. That the above recitations are true and correct. 19 2. That the plans, specifications, and contract documents for the Poinsettia Sewer 20 Lift Station Upgrade, Project 3875, are on file in the Public Works-Engineering Department of the 2^ City of Carlsbad and are hereby approved. 22 3.
